This book was released on 2007-05-25 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: Missing Trader Intra-Community Fraud (also known as carousel fraud), where goods are repeatedly exported and imported with the EU, has caused a considerable loss of revenue In 2005/6 it is estimated the UK lost between £3-4.5 billion. This report looks both at some of the measure that have been taken to recoup some of this money and measures to stop fraud occurring. In addition it considers whether the Government's policies have imposed an unreasonable burden upon legitimate businesses within affected sectors. It concludes that not only are existing measures unsustainable, steps need to be taken to ensure innocent traders are not damaged. The government needs to work with Member States to implement a system of taxation of intra-Community transactions that will be less vulnerable to major fraud.

Available in PDF, EPUB and Kindle. Book excerpt: Trade integration contributes substantially to economic development and poverty alleviation. In recent years much progress was made to liberalize the trade regime, but customs procedures are often still complex, costly and non-transparent. This situation leads to misallocation of resources. 'Customs Modernization Handbook' provides an overview of the key elements of a successful customs modernization strategy and draws lessons from a number of successful customs reforms as well as from customs reform projects that have been undertaken by the World Bank. It describes a number of key import procedures, that have proved particularly troublesome for customs administrations and traders, and provides practical guidelines to enhance their efficiency. The Handbook also reviews the appropriate legal framework for customs operations as well as strategies to combat corruption.

Book Synopsis Scotland Analysis by : Great Britain. Parliament
Download or read book Scotland Analysis written by Great Britain. Parliament and published by Stationery Office/Tso. This book was released on 2013-07-01 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper is the fourth in the Scotland analysis series. It discusses the strong economic integration between Scotland and the rest of the UK, and investigates the consequences of Scottish independence for the UK business environment. It explains the benefits of the current UK framework, which minimises the costs and risks that Scotland would otherwise be exposed to. The integration within the UK's domestic market brings benefits to all. The size and scale of the market brings opportunities to trade, move jobs, collaborate to develop new and future technologies, travel and communicate efficiently and benefit from economies of scale. Effective common regulations and institutions, a unified labour market, a shared knowledge base and integrated infrastructures are central to the success of this unified domestic market. However much an independent Scottish state sought to stay aligned with regulations and institutions in the continuing UK, a single market withn two separate states is not the same as a fully integrated domestic market. Divergence and fragmentation would likely lead to short-term and long-term costs, and prolonged uncertainties, for businesses and consumers.
Book Synopsis VAT Fraud and Evasion by : Michael Keen
Download or read book VAT Fraud and Evasion written by Michael Keen and published by International Monetary Fund. This book was released on 2007-02 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: Like any tax, the VAT is vulnerable to evasion and fraud. But its credit and refund mechanism does offer unique opportunities for abuse, and this has recently become an urgent concern in the European Union (EU). This paper describes the main forms of noncompliance distinctive to a VAT, considers how they can be addressed, and assesses evidence on their extent in high-income countries. While the practical significance of current difficulties in the EU should not be over-stated, administrative measures alone may prove insufficient to deal with them, and a fundamental redesign of the VAT treatment of intra-community trade required. The current difficulties in the EU largely reflect circumstances that would not apply in the United States.
Download or read book Doing Business 2019 written by World Bank and published by World Bank Publications. This book was released on 2018-11-30 with total page 1734 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sixteenth in a series of annual reports comparing business regulation in 190 economies, Doing Business 2019 measures aspects of regulation affecting 10 areas of everyday business activity: • Starting a business • Dealing with construction permits • Getting electricity • Registering property • Getting credit • Protecting minority investors • Paying taxes • Trading across borders • Enforcing contracts • Resolving insolvency These areas are included in the distance to frontier score and ease of doing business ranking. Doing Business also measures features of labor market regulation, which is not included in these two measures. This edition also presents the findings of the pilot indicator entitled 'Contracting with the Government,' which aims at benchmarking the efficiency, quality and transparency of public procurement systems worldwide. The report updates all indicators as of May 1, 2018, ranks economies on their overall 'ease of doing business', and analyzes reforms to business regulation -- identifying which economies are strengthening their business environment the most. Doing Business illustrates how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. It is a flagship product produced in partnership by the World Bank Group that garners worldwide attention on regulatory barriers to entrepreneurship. Almost 140 economies have used the Doing Business indicators to shape reform agendas and monitor improvements on the ground.
