Still, the region cannot escape from the burden of history. This book examines the formation of historical memory in four Northeast Asian societies (China, Japan, South Korea, and Taiwan) and the United States focusing on the period from the beginning of the Sino-Japanese war in 1931 until the formal conclusion of the Pacific War with the San Francisco Peace Treaty of 1951. The contributors analyse the recent efforts of Korean, Japanese, and Chinese scholars to write a ‘common history’ of Northeast Asia and question the underlying motivations for their efforts and subsequent achievements. In doing so, they contend that the greatest obstacle to reconciliation in Northeast Asia lies in the existence of divided, and often conflicting, historical memories. The book argues that a more fruitful approach lies in understanding how historical memory has evolved in each country and been incorporated into respective master narratives. Through uncovering the existence of different master narratives, it is hoped, citizens will develop a more self-critical, self-reflective approach to their own history and that such an introspective effort has the potential to lay the foundation for greater self- and mutual understanding and eventual historical reconciliation in the region. Book excerpt: Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. This book examines the challenges of historical reconciliation in East Asia, and, in doing so, calls for a reimagining of how we understand both historical identity and responsibility. It suggests that by adopting a ‘forward-looking’ approach that eschews obsession with the past, in favour of a reflective and deliberative engagement with history, real progress can be made towards peaceful coexistence in East Asia. With chapters that focus on select experiences from East Asia, while simultaneously situating them within a wider comparative perspective, the contributors to this volume focus on the close relationship between reconciliation and ‘inherited responsibility’ and reveal the contested nature of both concepts. Not only is it a war that began on 25 June 1950, but it is also a conflict that is rooted in Korea's colonial experiences, postcolonial desires and frustrations, and interventions and partitions imposed by outside forces. In South Korea, the war is a site of contestation: Which war should be remembered and how should it be remembered? The site has been overwhelmed by the Manichean official discourse that pits evil communists against innocent Koreans, but the hegemonic project remains unfinished in the face of the resiliency embodied in the survivors who have withstood multiple killings by the state. The historical significance of the Truth and Reconciliation Commission, Republic of Korea (TRCK), lies in its success in bringing back to life the voices of the silenced that complicate the hegemonic memory of the war as yugio, the "June 25th war." At the same time, the Commission embodies the structural dilemma that the effort to give voice to the silenced has turned to the state to redress the state's wrongdoings. The TRCK as such stands on the problematic boundary between violence and post-violence, insecurity and security, exception and normalcy. Truth and reconciliation, and human security, are perhaps located in a process of defining and redefining the boundary. This edited volume explores such political struggles for the future reflected in the TRCK’s work on the past war that is still present. This book was published as a special issue of Critical Asian Studies.

In this remarkably timely volume, Yoichi Funabashi, one of Japan's most influential journalists, and seven authors from throughout the Asia-Pacific shine the spotlight on the prospects for reconciliation in the region. Looking at instances of inter-ethnic as well as international strife, this book lays out the background to each case, analyzes the impact of unresolved and sometimes unacknowledged grievances, and weighs the prospects for overcoming the burden of history. Not all the cases inspire optimism, at least in the short term, for bitter memories have burrowed deep into society and are intertwined with issues of political power and ethnic identity. Book excerpt: Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

In Anti-Japan Leo T. S. Ching traces the complex dynamics that shape persisting negative attitudes toward Japan throughout East Asia. Drawing on a mix of literature, film, testimonies, and popular culture, Ching shows how anti-Japanism stems from the failed efforts at decolonization and reconciliation, the Cold War and the ongoing U.S. military presence, and shifting geopolitical and economic conditions in the region. At the same time, pro-Japan sentiments in Taiwan reveal a Taiwanese desire to recoup that which was lost after the Japanese empire fell.
