What else Macau lay might have done can only be surmised; but it is fair to think that changes in his index would have been followed by amendments in his text. I know that he was far from satisfied with his 'notes' of 1857, and that he was engaged in re considering the defence oi Penn when he leaned back in his chair and died. It is true that the basis of all the biographies is the "Account of the Author's Life," by Joseph Besse, prefixed in 1726 to his edition of Penn's Collected Works, issued in two folio volumes. That invaluable record is, however, of the nature of annals, memoranda which are material for a history, rather than a history itself. It has all the value of a contemporary M S., for Besse says it was chiefly extracted out of Penn's own private memoirs. Of the same character is the "History of Pennsylvania" published in 1797 in two volumes by Robert Proud, the master of the Friends' School in Philadelphia. He had access to careful records made by order of the Yearly Meeting, preserved in the possession of leading Friends, and kept up to date. So that his also may be regarded as of the value of a contemporary record. The people of Pennsylvania have always had a wise regard for the importance of their unique history, and in consequence materials abound. The Historical Society of Pennsylvania has published many volumes of Proceedings, beginning in 1826 and still continuing. Vol. III., part 2, is full of Penn material, and Vols. The accounts given of him by his professed biographers - Besse, Clarkson, Weems, and Lewis - are sufficiently vague, lifeless, and transcendental to merit such a censure. By far the best and most complete of these works is that by Clarkson; but it has serious defects. Beyond a reverential sympathy with Penn's religious ideas, the modern philanthropist had no advantages for the task he undertook. He was profoundly unacquainted with the history of the period; he copied the ignorance of Besse and others without misgiving and without acknowledgment. Of the families of Penn and Springett he know absolutely nothing; of their fortunes and misfortunes, though daily affecting his hero's life and character, no trace appears in his pages. He had read only a few books, and those were of the commonest kind. Of the vast collections of MS. papers in the British Museum, in the Bodleian Library, in the State Paper Office, in the Privy Council and other government offices, and in the library of the Philosophical Society of Philadelphia, - throwing ample and authentic light on his career, - he had no knowledge, and of course made no use. I believe I may safely assert that two-thirds of the facts now known about Penn were not known to Clarkson. His want of information, however, was not altogether his fault. Since he wrote his memoir, now forty years ago, the sources of our history, and more particularly of the seventeenth century, have been much more critically investigated. We try to complete their picture by combining every circumstance of dress or personal peculiarity - and even those particulars which can have no bearing upon the character of their temper or their genius, all deserve a careful preservation; for like the buttons and collar of a painted portrait, they are important to perfect the picture, though they form no part of the likeness. When we strive to recollect a great man, seen in former years, perhaps the most frivolous particular may first present itself; and the fashion or colour of a coat may be remembered, while we are unable to recall any trace of his features or a single tone of his voice.
