Excerpt: ...at the time this country became a belligerent helped to impede our program. Some of the bombs first designed and put into production were later rejected by our forces in France, as they had become obsolete before being shipped overseas. We managed to manufacture a great quantity of unloaded bombs by the time the armistice was signed, enough, in fact, to provide for the Army's needs during another year of warfare. These had to be loaded with explosives before they were ready for use. We lacked adequate facilities for loading bombs with explosives, although these f acuities were being provided rapidly when the war ended. The result was that the thousands of completed American bombs remained unloaded, while practically all the bombs used by our fliers in France were of foreign manufacture. Military science had had some small experience with aerial bombing prior to the great war. Italian aviators had dropped bombs of an ineffective sort during Italy's war in Africa. When Mexico was having a civil war in 1914 American air-sailors of fortune on one side or the other dropped bombs on troops from their planes. In the great war the first nation to attempt bombing on any systematic scale was Germany, who sent her Zeppelins over London and Paris early in the conflict and released bombs upon the heads of the helpless civilians. Yet this early and impressive effort was, in its difficulties, out of all proportion to the actual damage done to the city of London, largely due to the fact that Germany had not yet produced effective aerial bombs. The frightful scenes and noises of a bomb raid probably did more to reduce the morale in these early days than the destruction caused by the exploding missiles. Chemical warfare affected tactics and almost changed the outcome of World War I. The overwhelming success of the first use of gas caught both sides by surprise. Fortunately, the pace of hostilities permitted the Allies to develop a suitable defense to German gas attacks and eventually to field a considerable offensive chemical capability. Nonetheless, from the introduction of chemical warfare in early 1915 until Armistice Day in November, 1918, the Allies were usually one step behind their German counterparts in the development of gas doctrine and the employment of gas tactics and procedures. In his final report to Congress on World War I, General John J. Pershing expressed the sentiment of contemporary senior officers when he said, "Whether or not gas will be employed in future wars is a matter of conjecture, but the effect is so deadly to the unprepared that we can never afford to neglect the question." General Pershing was the last American field commander actually to confront chemical agents on the battlefield. Today, in light of a significant Soviet chemical threat and solid evidence of chemical warfare in Southeast and Southwest Asia, it is by no means certain he will retain that distinction. Over 50 percent of the Total Army's Chemical Corps assets are located within the United States Army Reserve. This Leavenworth Paper was prepared by the USAA Staff Officer serving with the Combat Studies Institute, USACGSC, after a number of requests from USAA Chemical Corps officers for a historical study on the nature of chemical warfare in World War I. Despite originally being published in 1984, this Leavenworth Paper also meets the needs of the Total Army in its preparations to fight, if necessary, on a battlefield where chemical agents might be employed.

He drafted this manuscript while he was in Washington, D.C., between 1919 and 1924 as aide-de-camp to General of the Armies John J. Pershing. However, given the growing bitterness of the "memoirs wars" of the period he decided against publication, and the draft sat unused until the 1970s when Marshall's step-daughter and her husband decided to publish it.
