Further, he asked authority for a new loan of to supply the deficit in the revenues due to the contraction of business.8 Six days after sending this report to Congress Cobb resigned, giving as his reason that Georgia required his services.' Going home, he entered the campaign to persuade his state to secede, and a little later became vice-president of the Confederacy. President Buchanan appointed as Cobb's successor Phili p F. Thomas, of Maryland. Despite the change in secretaries, Congress acted on the second of Cobb's recommendations by authorizing the issue of of one-year treasury notes at par to those bidders who would accept the lowest rates of interest.5 The day after the act was approved.
