Book excerpt: This book is the first attempt to bridge the current divide between studies addressing "economic nationalism" as a deliberate ideology and movement of economic 'nation-building', and the literature concerned with more diffuse expressions of economic "nationness"—from national economic symbols and memories, to the "banal" world of product communication. The editors seeks to highlight the importance of economic issues for the study of nations and nationalism, and its findings point to the need to give economic phenomena a more prominent place in the field of nationalism studies. The authors of the essays come from disciplines as diverse as economic and cultural history, political science, business studies, as well as sociology and anthropology. Their chapters address the nationalism-economy nexus in a variety of realms, including trade, foreign investment, and national control over resources, as well as consumption, migration, and welfare state policies. Some of the case studies have a historical focus on nation-building in the nineteenth and early twentieth centuries, while others are concerned with contemporary developments. Several contributions provide in-depth analyses of single cases while others employ a comparative method. Our understanding of the rise of the nation-state is based heavily on the Western European experience of war. Challenging the dominance of this model, Blood and Debt looks at Latin America's much different experience as more relevant to politics today in regions as varied as the Balkans and sub-Saharan Africa. The book's illuminating review of the relatively peaceful history of Latin America from the late eighteenth through the early twentieth centuries reveals the lack of two critical prerequisites needed for war: a political and military culture oriented toward international violence, and the state institutional capacity to carry it out. Using innovative new data such as tax receipts, naming of streets and public monuments, and conscription records, the author carefully examines how war affected the fiscal development of the state, the creation of national identity, and claims to citizenship. Rather than building nation-states and fostering democratic citizenship, he shows, war in Latin America destroyed institutions, confirmed internal divisions, and killed many without purpose or glory.

This book addresses some of the special challenges that arise when two or more national communities re the same (multinational) state. As a work in normative political philosophy its principal aim is to evaluate the political and institutional choices of citizens and governments in states with rival nationalist discourses and nation-building projects. The first chapter takes stock of a decade of intensephilosophical and sociological debates about the nature of nations and nationalism. Norman identifies points of consensus in these debates, as well as issues that do not have to be definitively resolved in order to proceed with normative theorizing. He recommends thinking of nationalism as a form ofdiscourse, a way of arguing and mobilizing support, and not primarily as a belief in a principle. A liberal nationalist, then, is someone who uses nationalist arguments, or appeals to nationalist sentiments, in order to rally support for liberal policies. The rest of the book is taken up with the three big political and institutional choices in multinational states. First, what can political actors and governments legitimately do to shape citizens' national identity or identities? This is thecore question in the ethics of nation-building, or what Norman calls national engineering. Second, how can minority and majority national communities each be given an adequate degree of self-determination, including equal rights to carry out nation-building projects, within a democratic federal state?Finally, even in a world where most national minorities cannot have their own state, how should the constitutions of multinational federations regulate secessionist politics within the rule of law and the ideals of democracy?
