Book excerpt: Excerpt from History of Police Organization in India and Indian Village Police, Being Select Chapters of the Report of the Indian Police Commission, 1902-1903 "Of all the branches of the public service in India, the police, by its history and traditions, is the most backward in its character. Its origin may be traced to the feudal obligation of the landowners to maintain, by means of an underpaid and disorderly rabble, the semblance of order on their estates. The taint of its earliest antecedents still affects the morale of the lower ranks: the constable has inherited the reputation, if not the methods, of the barkandaz. The history of the Indian Police under British rule is marked by a series of attempts to introduce more advanced standards of conduct and integrity, and to raise the tone of the force by improving the pay and prospects of its members. The latest of these efforts is represented by the labours of the Commission appointed nearly three years ago. The reforms proposed by them extend to all grades of the Police; they leave untouched no detail of its organization; and they are planned on a scale more comprehensive than has ever been deemed feasible in the past. The present condition of the public revenues has enabled the Government of India to accept the main proposals of the Commission, and to provide at once a large proportion of the cost of carrying them out. It will take a long time to give full effect to the scheme, and longer still before its larger purpose can be visibly fulfilled. The reconstruction of the Police is, indeed, merely a step towards the improvement of the administration of criminal justice in India. Available in PDF, EPUB and Kindle. Book excerpt: As a pervasive and relatively modernized element of Indian society, the police are potentially a powerful vanguard in the establishment of a stable democratic process and a major factor in public attitudes toward the government. Professor Bayley's book, based upon 3,600 interviews during two extended periods of research in India, explores in depth the formative role police play in the maintenance and development of the Indian political system. As a first study of police and political development in a relatively non-modernized country, this book will be a guide for the exploration of a topic critical in the political life of many nations, both developed and underdeveloped. Whether it be achieving the peaceful arrest of Geronimo and his heavily armed followers in the 1870's, stopping the liquor traffic in the Indian Territory just after the turn of the century, or maintaining the peace in the emotionally charged atmosphere of the Dakotas in the 1970's, the work of the Indian police has always been challenging. The Indian police carry with them a long and distinguished tradition that provides the inspiration to meet the challenges they face. It extends not merely to the creation of the reservation system, but back into the unrecorded histories of the Native American societies before the white men came. Many of the men who answered the call to service in the 1870's were already veterans in police work with the police societies of the Plains tribes or the office of High Sheriff of the tribes of the Indian Territory. Likewise, the first judges selected were often men with distinguished records as leaders of their people. Some, like Quanah and Gall, had been leaders in the fierce Indian resistance to white encroachment. When they saw conditions had changed, they chose again to lead their people and help them make the best of the new world. This short history of the Indian Criminal Justice system is dedicated to the men and women whose goal it is to carry on this heritage as they work each day to bring the peace, justice and safety so important to the continued development of the communities we serve.
