Our State at this time has a population almost as large as all the States had at the time of the formation of the Union in 1789. Our peo ple have come from every State and almost every nation. This may be indicative of strength or of weakness. It is a heterogeneous people that should become homogeneous in feeling, purpose and State-pride. But this is far from the case. Many Virginians who have lived on our soil for a quarter of a century are yet Virginians; immigrants from New England are yet New Englanders; and the same is true of the settlers from almost every State and country. We still go to other States for our leading preachers, judges, lawyers and educators. This ought not to be. We need to exalt our State by relying more on our own right arm, by believing more in each other. It is also true that we have a history of which we mayjustly be proud. Few States have so charming and important a story. But it has rarely been told. The children in our schools know far more of the history of the Atlantic States than of their own. It is the Opinion of the author that a fuller acquaintance with Missouri's history will make her population a much stronger, a more patriotic and a happier people. Knowledge of our own deeds and convictions and glory will create mutual con fidence and admiration, and then business enterprise, moral culture, and intellectual emulation will follow, and more rapidly than ever before. As a native of the State, I may be permitted to wish that this volume will do its share in helping toward these good results. None Of them was satisfactory. Thereupon members Of the commission who were acquainted with my School History Of Missouri suggested that I write and submit a manuscript Of a Civil Government. I did so, and it was adopted, and for five years after its publication it had a large place in the schools. Subsequently the book was entirely rewritten and a revised edition brought out in 1904, and with a few minor changes in the text made necessary by changes in laws and constitutions has been in general use ever since. Within the last year the book has been thoroughly revised again. In the natural evolution of the government Of a great people new institutions are added in the course Of a few years and things once unimportant assume large proportions; they call for new sections, and these have been added. Other things have become less important, and the discussion Of them has been accordingly reduced. Every sentence Of former texts retained in this has been rigidly tested, in order to bring it strictly up to date and make it accurately express the fact. Book excerpt: Excerpt from Constitutions and Constitutional Conventions in Missouri Missouri has had five Constitutional Conventions but only three Constitutions have existed in the history of the State. The first of these was adopted by the Convention of 1820 and continued to operate until 1865. In 1845 a Constitutional Convention submitted a Constitution which was rejected by the voters. In 1861 a Convention was called for the primary purpose of determining the attitude of Missouri regarding the Union. After deciding by a practically unanimous vote against secession, the Convention adjourned instead of disbanding. It held four other sessions during 1861 and the two succeeding years and practically carried on a provisional government. While it adopted a number of constitutional amendments, the Convention did not undertake to make any general revision of the fundamental law of the State. In 1864 the voters approved the plan of calling a Constitutional Convention, which met in 1865 and drafted a Constitution which was adopted by the voters. This Constitution remained in effect until it was superseded by the present Constitution which was adopted in 1875. While this article is primarily concerned with the Constitutional Convention of 1875 and the conditions which influenced its action, it will be desirable to consider briefly the preceding Constitutional Conventions which drafted Constitutions and to point out some of the more important features of these instruments. The growth in different lines between 1776 and 1820 had been most marked. At the close of the Revolution our treaty with England gave us an area of square miles, bounded on the north by Canada and the Great Lakes, on the west by the Mississippi, on the south by the Spanish provinces of Florida and West Florida, and on the east by the Atlantic; by 1820 we had increased this area to square miles, with Canada and the Great Lakes on the north, Mexico and the Rockies on the west, Mexico and the Gulf on the south, and the Atlantic on the east.
