The narrative begins with the founding of the Casa da Misericordia of Lisbon in 1498, a model replicated throughout Portugal and its empire, and ends with the relaunch of a social agenda for the European Union at the meeting of the Council of Europe in Lisbon in 2000. Volume 1, which focuses on the period from 1500 to 1700, discusses the concepts of 'welfare' and 'tradition'. It looks at how 16th-century humanists joined with merchants and lawyers to renew traditional charity in distinctly modern forms, and how the discipline of religious reform affected the exercise of political authority and the promotion of economic productivity. Volume 2 examines 18th-century bienfaisance which secularized a Christian humanist notion of beneficence, producing new and sharply contested assertions of social citizenship. But the Republicans have made no provision to prevent the tie of electoral votes between Jefferson and Aaron Burr. Jefferson calls Burr's conduct "honorable & decisive" before prospects of intrigue arise as the nation awaits the decision of the House of Representatives. As the volume closes, the election is still unresolved after six long days of balloting by the House.

Although the Supreme Court declines to advise the executive branch on neutrality questions that Jefferson prepares with the President and the Cabinet, he helps to formulate a set of neutrality rules to meet Genet's challenge. Unable to convince the impetuous French envoy to adopt a more moderate course, Jefferson works in the Cabinet to bring about Genet's recall so as to preserve friendly relations with France and minimize political damage to the Republican party, in which he takes a more active role to prevent the Federalists from capitalizing on Genet's defiance of the President. Grappling with the threat of war with Spain, Jefferson involves himself equivocally in a diplomatically explosive plan by Genet to liberate Louisiana from Spanish rule. He professes his desire to be free of public responsibilities and live the life of a farmer, spending his time tending to his estates. He embarks upon an ambitious plan to renovate Monticello, a long-term task that will eventually transform his residence. At the end of that year, he takes pains to ensure that he will have two full sets of Benjamin Franklin Bache's Aurora, the influential Republican newspaper, one set to be held in Philadelphia for binding and one to be sent directly to Monticello.
