Les jeunes handicapés forment un groupe tout à fait hétérogène que la famille, l'école ordinaire ou l'hôpital ont du mal à accepter : ils désespèrent leur famille, l'école les trouve trop peu normaux, l'hôpital ne les trouve pas assez malades et ceci depuis plus de cent ans. Ainsi l'histoire sociale des enfants déficients s'inscrit dans la sémantique de ce qui les qualifie : idiotie, arriération, anormalité, délinquance, infirmité, inadaptation, déficience, handicap. Mais, appliqué aux enfants, le terme de handicap avec ses connotations de droit et de gestion vient effacer la dimension clinique des inadaptations de l'enfant, fruit d'une longue élaboration scientifique, indissociable de l'histoire de la psychiatrie et de la psychologie de l'enfant. Cette histoire du handicap met en perspective l'évolution d'une volonté de savoir qui appartient à la constitution du champ scientifique de quatre disciplines de base : médecine, psychiatrie, psychologie, pédagogie en perpétuel mouvement et remaniement au gré des progrès scientifiques internes de chacune de ces disciplines et contingents de l'évolution sociale. A l'heure de la réforme de la loi sociale de 1975 où s'affrontent deux systèmes de légitimation du pouvoir, celui issu du monde politique et celui du mouvement associatif, l'auteur apporte un éclairage indispensable à la compréhension des enjeux scientifiques et politiques.

Il met au jour les premières actions développées au cours de l’entre-deux-guerres par les institutions intergouvernementales (OIT, SDN, OH) en faveur de certaines catégories d’infirmes (mutilés de guerre, accidentés du travail, aveugles), puis l’unification des politiques de réadaptation des « handicapés » sous l’égide de l’ONU après la Seconde Guerre mondiale. Dégageant les enjeux géopolitiques liés à la guerre froide, il montre comment l’ONU, l’OIT et l’OMS promeuvent au début des années 1950 un projet de modernisation de la réadaptation qui s’inspire des expériences des pays anglo-saxons et nordiques, légitimant l’insertion professionnelle des personnes handicapées selon des principes libéraux. L’ouvrage cerne les mécanismes et les limites de l’internationalisation de ce projet de modernisation de la réadaptation, à travers trois pays (Argentine, Brésil, Espagne) ayant bénéficié de l’assistance technique de l’ONU, de l’OIT et de l’OMS dans le domaine de la réadaptation entre 1956 et 1959. Des experts internationaux sont alors missionnés dans ces trois pays pour promouvoir des politiques de réadaptation inspirées des expériences des pays anglo-saxons et nordiques.

Book excerpt: Ambassadors of Social Progress examines the ways in which blind activists from the Soviet Union and Eastern Europe entered the postwar international disability movement and shaped its content and its course. Maria Cristina Galmarini shows that the international work of socialist blind activists was defined by the larger politics of the Cold War and, in many respects, represented a field of competition with the West in which the East could shine. Yet, her study also reveals that socialist blind politics went beyond propaganda. When socialist activists joined the international blind movement, they initiated an exchange of experiences that profoundly impacted everyone involved. Not only did the international blind movement turn global disability welfare from philanthropy to self-advocacy, but it also gave East European and Soviet activists a new set of ideas and technologies to improve their own national movements. By analyzing the intersection of disability and politics, Ambassadors of Social Progress enables a deeper, bottom-up understanding of cultural relations during the Cold War. Galmarini significantly contributes to the little-studied history of disability in socialist Europe, and ultimately shows that disability activism did not start as an import from the West in the post-1989 period, but rather had a long and meaningful tradition that was rooted in the socialist system of welfare and needed to be reinvented when this system fell apart.

Book excerpt: The Maccabean Martyrs, Jewish heroes from the era of the persecution of Antiochus IV Epiphanes, were incorporated into the IVth century Christian martyrology. Two Church Fathers, Gregory Nazianzen and John Chrysostom wrote panegyrics in their honour, which are studied and translated in this book. The first part shows how, since the beginning, the Church referred to these martyrs as biblical examples known through 2 and 4 Maccabees. The second part describes, through the eulogies of Gregory and John, the circumstances surrounding the creation of the Christian Feast. The third part analyzes the preaching built around the story of the Maccabean martyrs, where, following the 4 M model, Eleazar, the seven brothers and their mother are established as examples of virtue and asceticism for the edification of all Christians. The book investigates an original aspect of the cult of martyrs : the christianisation of jewish martyrs killed defending the Law, and sheds light on the sometimes contradictory preaching choices of Gregory and John to respond to the jewish roots of this cult. *** Les martyrs Maccabées, héros juifs de la persécution d’Antiochus IV Epiphane, furent intégrés dans le martyrologe chrétien au IVè siècle. À la même époque, en Orient, deux Pères de l’Eglise, Grégoire de Nazianze et Jean Chrysostome, ont prononcé des discours panégyriques en leur honneur, étudiés et traduits dans ce livre. La première partie montre comment, depuis l’origine, l’Eglise citait comme exemples bibliques ces martyrs connus par le Deuxième et le Quatrième livre des Maccabées. La deuxième partie décrit, au travers des panégyriques de Grégoire et de Jean, les circonstances qui ont marqué l’instauration de la fête chrétienne dédiée à ces martyrs. La troisième partie analyse la prédication adressée aux fidèles à partir de l’épisode maccabéen, Eléazar, les sept frères et leur Mère devenant, sur le modèle de 4 M, des exemples de vertus et d’ascèse proposés à l’imitation de tous. Le livre explore ainsi un aspect original du culte des martyrs, la christianisation de martyrs juifs morts pour la défense de la Loi, et met en lumière les choix de prédication, parfois opposés, de Grégoire et de Jean face à l’enracinement juif de ce culte.
