An anonymous theologian of the diocese of Metz in his unprinted treatise on the sacraments, composed about the middle of the thirteenth century, has turned to good account the investigations of William, and he has copied his discussions on indulgences, in part verbatim. Yet now and then he has added something of his own that is not without interest. In a truly popular way he defends the road and bridge indulgences.9 The bishops, he explains, are perfectly justified in granting indulgences for the building of roads and bridges, since these rebound to the good of pilgrims and pious travellers. It is a great charity, he proceeds, to level the way, and to remove the stones and mud from the roads. If the roads are bad and dangerous, the travellers would be retarded or they would hurt themselves and suffer all sorts of mishaps: the wagons would turn over, the wine be spilt, the horses fall down, the men get angry and curse all those who should have kept the roads in good condition but failed to do so. Moreover, they would slander God and His holy saints most shamefully. Sometimes they might even lose their lives, as did the driver who in the midst of his cursing and blaspheming fell under the wagon and had his neck broken by the wheels. Now whoever through his alms prevents all these evils not only honors God, and earns blessings and prayers of the travellers, but likewise serves eternity.
