Book excerpt: Throughout the 1960s and 1970s, Ivory Coast was touted as an African miracle, a poster child for modernization and the ways that Western aid and multinational corporations would develop the continent. At the same time, Marxist scholars—most notably Samir Amin—described the capitalist activity in Ivory Coast as empty, unsustainable, and incapable of bringing real change to the lives of ordinary people. To some extent, Amin’s criticisms were validated when, in the 1980s, the Ivorian economy collapsed. In African Miracle, African Mirage, Abou B. Bamba incorporates economics, political science, and history to craft a bold, transnational study of the development practices and intersecting colonial cultures that continue to shape Ivory Coast today. He considers French, American, and Ivorian development discourses in examining the roles of hydroelectric projects and the sugar, coffee, and cocoa industries in the country’s boom and bust. In so doing, he brings the agency of Ivorians themselves to the fore in a way not often seen in histories of development. Ultimately, he concludes that the “maldevelopment” evident by the mid-1970s had less to do with the Ivory Coast’s “insufficiently modern” citizens than with the conflicting missions of French and American interests within the context of an ever-globalizing world.

Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. It has long been implicated in empire and its anxieties over difference. However, little attention has been paid to its twentieth-century genealogy. This book explores this neglected history through the work of Pierre Gourou, one of the century’s foremost purveyors of what anti-colonial writer Aimé Césaire dubbed tropicalité. It explores how Gourou’s interpretations of ‘the nature’ of the tropical world, and its innate difference from the temperate world, were built on the shifting sands of twentieth-century history – empire and freedom, modernity and disenchantment, war and revolution, culture and civilisation, and race and development. The book addresses key questions about the location and power of knowledge by focusing on Gourou’s cultivation of the tropics as a romanticised, networked and affective domain. The book probes what Césaire described as Gourou’s ‘impure and worldly geography’ as a way of opening up interdisciplinary questions of geography, ontology, epistemology, experience and materiality.
