Drawing on the expertise of social scientists, civil rights attorneys, and policy analysts, these original essays present the first comprehensive examination of housing integration and federal policy covering the last two decades. This collection examines the ambiguities of federal fair housing law, the shifting attitudes of white and black Americans toward housing integration, the debate over racial quotas in housing, and the efficacy of federal programs. Title VI of the Civil Rights Act of 1964 banned discrimination in federally assisted housing, and Title VIII of the Civil Rights Act of 1968 banned discrimination in most of the private housing market. Housing Desegregation and Federal Policy shows that America has made only modest progress in desegregating housing, despite these federal policies. Providing a balanced assessment of federal policies and programs is complicated because of disagreement over the nature of the federal government's role in this area. Disagreements over the meaning of federal law coupled with white and black disinterest in desegregation have compounded the difficulties in promoting residential integration. The authors employ research findings as well as legal and policy analysis in examining these complex issues. In the post–civil rights period, this racial uncertainty took on new meaning as the courts, the federal bureaucracy, local school officials, parents, and community activists sought to turn Mexican American racial identity to their own benefit. This is the first book that examines the pivotal 1973 Keyes v. Denver School District No. 1 Supreme Court ruling, and how debates over Mexican Americans' racial position helped reinforce the emerging tropes of colorblind racial ideology. In the post–civil rights era, when overt racism was no longer socially acceptable, anti-integration voices utilized the indeterminacy of Mexican American racial identity to frame their opposition to school desegregation. That some Mexican Americans adopted these tropes only reinforced the strength of colorblindness in battles against civil rights in the 1970s.

The truth, however, is that local communities have a long history of ambivalence toward new arrivals and minorities. Persistent patterns of segregation by race and income still exist in housing and schools, along with a growing emphasis on rapid metropolitan development (sprawl) that encourages upwardly mobile families to abandon older communities and their problems. This dual pattern is becoming increasingly important as America grows more diverse than ever and economic inequality increases. Two recent trends compel new attention to these issues. First, the geography of race and class represents a crucial litmus test for the new "regionalism"—the political movement to address the linked fortunes of cities and suburbs. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.
