Book excerpt: Federal and state governments have played a vital role in the nation economy by facilitating the movement of people and goods through significant investments in highways. At the federal level, the Department of Transportation (DOT) Federal Highway Administration (FHWA) uses a computer model known as the Highway Economic Requirements System (HERS) to estimate the future investment required to maintain and improve the nation highways. DOT reports the results of this analysis to the Congress on a biennial basis. However, state governments make a large number of highway infrastructure investment decisions. States currently use a variety of analytic tools to make these decisions. Interest in using HERS at the state level has grown. Two states Indiana and Oregon are already using customized versions of the model, and in December 2000, FHWA began a pilot project to test its state-level version of HERS, called HERS-ST, with interested states.

Book excerpt: The federal-aid highway program provides $33 billion a year to states for highway projects. The fed. gov¿t. provides funding for and oversees this program, while states largely choose and manage the projects. This report reviewed the Federal Highway Admin.'s (FHWA) implementation of several requirements in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: (1) oversight of states using a risk management approach; (2) efforts to develop minimum standards for estimating project costs, and periodically evaluate states' cost estimating practices; and (3) reviews of states' financial management systems. Also reviews FHWA's policy on presenting an estimate of financing costs in financial plans for major projects. Charts and tables.

Book excerpt: The fifth volume of the Wiley Series in Environmentally Conscious Engineering, Environmentally Conscious Transportation provides a foundation for understanding and implementing methods for reducing the environmental impact of a wide range of transportation modes, from private automobiles (with a separate chapter on biofuels) to heavy trucks and buses to rail and public transportation systems to aircraft. Each chapter has been written by one or more experts who, based on their hands-on field experience, present relevant practical and analytic techniques for enhancing the integrity and reliability of transportation vehicles and infrastructure, as well as for measuring and limiting the pollution caused by transportation activities. Moreover, the book explains how to satisfy key business objectives, such as maximizing profits, while meeting environmental objectives.
