Without them, there would have been no development. The three highly distinguished authors have written the first comprehensive assessment of universities and higher education in Africa south of the Sahara. This book was released on 2017-11-15 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite a spectacular expansion of the higher education sector in Sub-Saharan Africa, the supply of tertiary education has generally failed to keep pace with demand and the region continues to lag all other regions in terms of access to tertiary education. This is in part a consequence of deeply entrenched patterns of inequitable access to higher education, and the perpetuation of what researchers refer to as “elite systems†?. To date, access to tertiary education in Sub-Saharan Africa has unduly benefitted students drawn from the region’s wealthiest households, and overall enrollment remains disproportionately male, and metropolitan. These factors stifle the catalytic potential of higher education, corroding its potential for driving economic growth and sustaining poverty reduction. Instead, patterns of access to tertiary education have generally reinforced and reproduced social inequality, instead of eroding its pernicious social and economic effects. This report aims to inform an improved understanding of equity in tertiary enrollment in Sub-Saharan African countries, and to examine the extent to which inequity functions as a bottleneck inhibiting the ability of African universities to effectively drive improvements in overall quality of life and economic competitiveness. In our survey of the evidence, we also aim to identify which policies most effectively address the challenge of promoting equity of access in SSA tertiary education systems. In order to achieve these objectives, the report collects, generates and analyzes empirical evidence on patterns of equity, examines the underlying causes of inequity, and evaluates government policies for addressing inequity.

Book excerpt: This book contributes to the understanding of regional and global perspectives on the development and challenges the higher education sector in sub-Saharan Africa faces in the era of globalization. It brings together empirical, theoretical and philosophical perspectives from researchers in some of the leading universities in sub-Saharan Africa. The book highlights the higher education sector’s stages of growth and development and the contemporary challenges it faces in aligning its goals and capacity globally, and maintaining its image and public identity locally. This book covers neoliberal educational reforms, leadership and governance, pedagogy, technology, the global knowledge economy, and digital advancement. It delves into how the nature and practice of learning, teaching, research, and community engagement as core functions of higher education are re-oriented to contribute to societal transformation in Africa. Further, the book discusses the implications of contemporary issues in higher education: internationalization, employability, leadership and management, and accountability and autonomy in teaching, research, and community engagement.
Book Synopsis Higher Education Quality Assurance in Sub-Saharan Africa by : Peter Nicolas Materu
Download or read book Higher Education Quality Assurance in Sub-Saharan Africa written by Peter Nicolas Materu and published by World Bank Publications. This book was released on 2007 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report assesses the status and practice of higher education quality assurance in Sub - Sahara Africa, focusing on degree - granting tertiary institutions. A main finding is that structured national - level quality assurance processes in African higher education are a very recent phenomenon and that most countries face major capacity constrains. Only about a third of them have established structured national quality assurance mechanism, often only as recently as during the last ten years. Activities differ in their scope and rigor, ranging from simple licensing of institutions by the minister responsible for higher education, to comprehensive system - wide program accreditation and ranking of institutions. Within institutions of higher learning, self assessment and academic audits are gradually being adopted to supplement traditional quality assurance methods. However, knowledge about and experience with self - assessments are limited. The main challenges to quality assurance system in Africa are cost and human capacity requirements. For countries with large tertiary systems, the report recommends institutional, rather than program accreditation as a cost - effective option. However, where tertiary systems are small and underdeveloped, a less formal self - assessment for each institution may be necessary until the capacity could be strengthened to support a more formal nation quality assurance agency in the long run.

Drawing on contexts from across sub-Saharan Africa, this volume examines such topics as student-teacher preparation, post-colonialism and access and participation. In doing so, these volumes reflect the need to shift conceptions of rurality from colonial and conservative stereotypes to an appreciation of rurality as locations in space and time. Focusing on inclusivity and intersectionality, these books raise important questions into rurality and social justice, and champion openness for education in rural communities who may be excluded.
Book Synopsis Legal Frameworks for Tertiary Education in Sub-Saharan Africa by : William Saint
Download or read book Legal Frameworks for Tertiary Education in Sub-Saharan Africa written by William Saint and published by World Bank Publications. This book was released on 2009-10-19 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: The performance of tertiary educational institutions is heavily influenced by their governance arrangements, management structures, accountability mechanisms, and regulatory environments. 'Legal Frameworks for Tertiary Education in Sub-Saharan Africa' analyzes 70 examples of tertiary education legislation and individual statutes of selected public institutions in 24 Sub-Saharan African countries. It identifies the range of formal governance and management practices for university educational systems set forth in these legal documents. These factors are fundamental for determining the responsiveness, adaptability, and flexibility of tertiary education systems, and ultimately the capacity of these systems to manage change and maintain relevance under continually shifting circumstances. Overall, the analysis finds general tendencies to increase institutional autonomy, to strengthen accountability mechanisms, to shift from appointment to elective representation in the filling of higher governance and management positions, and to expand university links with civil society, the private sector, and regional and international institutions.

Available in PDF, EPUB and Kindle. Book excerpt: Higher education in Sub-Saharan African countries is examined. Attention is directed to the development of higher education in sub-Saharan African countries since the early 1960s, as well as criticisms currently directed at the sector, and the economic and budgetary environment for resource allocation. The labor market for African college graduates is also analyzed. Labor market summaries are constructed for 15 countries using a wide range of information including rate of return studies, wage structures and trends, recorded vacancies, levels of expatriate employment, and government employment policies. Also discussed are future developments in graduate labor markets and implications for higher education enrollment policy. The unit costs of universities in 24 countries are presented, along with case studies of staff/student ratios, levels of expatriate employment, nonacademic expenditures, and utilization rates of physical facilities. The feasibility of reducing unit costs and student withdrawal rates is also addressed, and examples of how particular policy changes affect costs are provided. The possibilities of reducing government expenditure on higher education through increasing students' contributions is discussed. Current arrangements for student financing for 24 countries are documented. (SW)
Book Synopsis Governance and Transformations of Universities in Africa by : Fredrick. M. Nafukho
Download or read book Governance and Transformations of Universities in Africa written by Fredrick. M. Nafukho and published by IAP. This book was released on 2014-06-01 with total page 223 pages. Available in PDF, EPUB and Kindle. Book excerpt: While universities world over are undergoing reforms and change, in the case of African universities as illustrated in this book, the reforms and changes are profound and can best be described as transformative. This book is unique in many ways, which makes it extraordinary. First, unlike other books that have examined issues on higher education in Africa from externalist positions, the contributors to this book are scholars who have been educated, are currently teaching in African universities or have taught in African universities. The book specifically focuses on transformations in the governance of African universities and its implications on equity, entrepreneurship, innovation, quality assurance, information and communication technologies (ICTs), and reform issues in higher education in Africa. The book presents pertinent research on governance in African universities in an experiential and empirical manner. The contributors of the book chapters include individuals actively involved in teaching, researching and governance of higher education institutions in Africa. The chapters are based on empirical data, including review of relevant literature. The book also recognizes that university governance is more than just crisis in financial or economic issues, but includes best management practices, shared governance, meaningful reforms, strategic planning, consultation, transparency and accountability, client (students, lecturers, parents and the public) satisfaction, as well as the role of the university in development. The contributions take cognizance of the fact that governance as a concept is facing fundamental changes in the context of global knowledge economy, and African local conditions. Contributors also take cognizance of the fact that one important source of change in Africa has been the accelerating speed of scientific and technological advancement in learning at universities where lifelong learning programs, adult learning programs, distance and online learning are relatively new. The chapters are also sensitive to new changes in gender, demographical, technological, education reforms, social and economic transformations in the governance of African universities. The book is basically an academic book for use by undergraduates and graduate students at universities, policy makers and formulators in African ministries of Education; supra national organizations, foreign organizations working in Africa, NGOs and CBOs as well as development stakeholders, and community organizers.
Book Synopsis Financing Higher Education in Africa by : World Bank
Download or read book Financing Higher Education in Africa written by World Bank and published by World Bank Publications. This book was released on 2010-04-21 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: The training and development of human capital in Sub-Saharan Africa (SSA) will help countries in the region diversify their economies, carry out economic transformation, and support sustainable growth. Higher education plays a key role in training qualified individuals who will be able to implement new technologies and use innovative methods to establish cost-efficient and effective enterprises and institutions. However, in order for SSA to reap the benefits of this investment in human capital, higher education institutions must secure financing to provide quality training and sound professional prospects to their students. Currently, tertiary education development is unsustainable resources per student are declining and the quality of education is affected. These issues are particularly pressing in times of financial global crisis, when available resources for tertiary education tend to diminish. The impact of the crisis that started in 2008 provides a clear illustration of the need to explore innovative ways to diversify and secure financing for higher education in SSA. 'Financing Higher Education in Africa' provides a comprehensive overview of higher education financing in SSA. The book begins with an explanation of the fundamental problems faced by higher education institutions and students in SSA, namely the combined pressure of a rapid growth in demand and a growing scarcity of public resources, and it presents the dramatic consequences of these trends on quality. The book then turns to analyzing and comparing the current funding policies in SSA countries and it provides recommendations for improvement. Finally, the book examines the alternatives to the status quo and the policy tools needed to both diversify resources and allocate them based on performance. It will be of great interest to governments, universities, research institutions, and international organizations throughout the region.

It provides an insight into sub-Saharan African higher education systems and sets out the ways that they are developing and changing. It explores the dilemmas inherent in a context of scarce resources with increasing and urgent demands for a more professionalized workforce and expert services. The book explores lessons from research into sub-Saharan African higher education that may be applied to other contexts. The authors have lived and worked in sub-Saharan Africa and the book draws on the authors’ personal experience of higher education in Zambia, Ethiopia, The Yemen and their links in Mozambique and South Africa as well as extensive senior management experience and at the highest level within sub-Saharan higher education systems.
