Book excerpt: Finding guidance methods that efficiently and effectively handle the problem of directing the boost-phase portion of an exoatmospheric tactical ballistic missile interceptor is an active area of research. This paper presents a candidate method that is a hybrid combination of three algorithms. The chief method, used throughout the majority of the flight, is a minimum-time neighboring optimal control scheme. As demonstrated through Monte Carlo simulations, perturbations in the predicted intercept point (caused by boost-phase updates of the target state estimate received from an exogenous radar) are corrected for in a smooth manner which preserves performance. Even large corrections are handled with low angles of attack, and less than one percent changes in burnout velocity relative to theoretical open-loop optimal control values. Near the end of the booster burn, the guidance scheme switches over to two Lambert-based guidance methods, which have the effect of taking out residual velocity errors, thus putting the interceptor on a nearly exact intercept path to the latest estimate of the target trajectory. The total scheme, while being somewhat computationally complex in pre-deployment development, is actually computationally simple for on-board computations, and has a small computer memory requirement. Therefore, the robust performance combined with the light computational burden provided by this hybrid algorithm make it a competitive candidate for boost-phase interceptor guidance.

Book excerpt: Space Based Interceptor (SBI) have ranges that are adequate to address rogue ICBMs. They are not overly sensitive to 30-60 s delay times. Current technologies would support boost phase intercept with about 150 interceptors. Higher acceleration and velocity could reduce than number by about a factor of 3 at the cost of heavier and more expensive Kinetic Kill Vehicles (KKVs). 6g SBI would reduce optimal constellation costs by about 35%; 8g SBI would reduce them another 20%. Interceptor ranges fall rapidly with theater missile range. Constellations increase significantly for ranges under 3,000 km, even with advanced interceptor technology. For distributed launches, these estimates recover earlier strategic scalings, which demonstrate the improved absentee ratio for larger or multiple launch areas. Constellations increase with the number of missiles and the number of interceptors launched at each. The economic estimates above suggest that two SBI per missile with a modest midcourse underlay is appropriate. The SBI KKV technology would appear to be common for space- and surface-based boost phase systems, and could have synergisms with improved midcourse intercept and discrimination systems. While advanced technology could be helpful in reducing costs, particularly for short range theater missiles, current technology appears adequate for pressing rogue ICBM, accidental, and unauthorized launches.

To provide a context for this analysis of present and proposed U.S. boost-phase and non-boost missile defense concepts and systems, the committee considered the following to be the missions for ballistic missile defense (BMD): protecting of the U.S. homeland against nuclear weapons and other weapons of mass destruction (WMD); or conventional ballistic missile attacks; protection of U.S. forces, including military bases, logistics, command and control facilities, and deployed forces, including military bases, logistics, and command and control facilities. They also considered deployed forces themselves in theaters of operation against ballistic missile attacks armed with WMD or conventional munitions, and protection of U.S. allies, partners, and host nations against ballistic-missile-delivered WMD and conventional weapons. Consistent with U.S. policy and the congressional tasking, the committee conducted its analysis on the basis that it is not a mission of U.S. BMD systems to defend against large-scale deliberate nuclear attacks by Russia or China. Making Sense of Ballistic Missile Defense: An Assessment of Concepts and Systems for U.S. Boost-Phase Missile Defense in Comparison to Other Alternatives suggests that great care should be taken by the U.S. in ensuring that negotiations on space agreements not adversely impact missile defense effectiveness. This report also explains in further detail the findings of the committee, makes recommendations, and sets guidelines for the future of ballistic missile defense research.

Moreover, they argue that the technology for effective missile defense remains immature, that deployment is provocative to allies, friends, and adversaries, and it is a budget-buster that reduces the availability of funds to modernize and operate U.S. conventional military forces. They argue especially that some major powers view U.S. missile defense as an attempt at strategic domination and that other, such as China, will expand their missile capabilities in response.
