Book excerpt: In this early examination of progress by the Department for Transport in planning for the High Speed 2 rail network, the National Audit Office expresses reservations about the Department's business case. The Department has poorly articulated the strategic need for a transformation in rail capacity and how High Speed 2 will help generate regional economic growth. The Department's methodology for appraising the project puts a high emphasis on journey-time savings, but the relationship between these savings and the strategic reasons for doing the project, such as rebalancing regional economies, is unclear. The benefit-cost ratio calculated for phase one has twice contained errors and the Department has been slow to carry out its own assurance of the underlying analysis. The most recent benefit-cost ratio (published in August 2012) is 1.4 to 1 but is likely to change as the ratio is sensitive to changes in data underpinning assumptions, such as GDP growth forecasts. It does not, however, reflect the Department's current assumption on the relationship between passenger numbers and GDP growth. The Department should also carry out research into how business travellers use their time on trains. HS2 Limited has also not yet analysed the effect on passenger demand, revenues and the benefit-cost ratio of charging passengers premium prices. The NAO estimates that there is a £3.3 billion funding gap over four years (2017-18 to 2020-21) which the government has yet to decide how to fill.

It has not yet demonstrated that this is the best way to spend £50 billion on rail investment in these constrained times, and that the improved connectivity will promote growth in the regions rather than sucking even more activity into London. The pattern so far has been for costs to spiral - from more than £16 billion to £21 billion plus for phase one - and the estimated benefits to dwindle. The Department has been making huge spending decisions on the basis of fragile numbers, out-of-date data and assumptions which do not reflect real life, such as assuming business travellers do not work on trains using modern technology. The Department has ambitious and unrealistic, plans for passing the Bill for High Speed 2. The timetable is much tighter than for either High Speed 1 or Crossrail, despite the fact High Speed 2 is a much larger programme. Not allowing enough time for preparation undermines projects from the start. A rushed approach contributed to the failure of the InterCity West Coast franchise award. The Department has increased its High Speed rail team, but getting the right mix of skills is challenging and the Department lacks the commercial skills necessary to protect taxpayers' interest on a programme of this size

Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.

Book excerpt: The high speed railway linking London to the Channel Tunnel, known as High Speed 1, has now been fully open for almost five years and has had a good performance record. There have also been some costly mistakes. The Department originally expected London & Continental Railways Limited (LCR) to service the project debt from future revenues from Eurostar UK. However by the end of 1997 revenues were substantially below LCR's forecasts. Consequently, in 1998, the Department agreed to restructure the deal and guarantee most of LCR's debt. The taxpayer is now servicing and repaying the project debt of £4.8 billion. Passenger demand for international services on the line has been much lower than forecast and that is the root cause of the failure of the original deal. Planning assumptions failed to properly consider the impact on passenger numbers of the growth of low cost airlines and the competitive response of ferry companies. The Department still does not have plans in place to evaluate fully the impact of HS1. Total taxpayer support for the line, over a 60 year period to 2070, has an estimated present value of £10.2 billion. Benefits for passengers from shorter journey times over this period have an estimated present value of £7 billion. The basis of this cost/benefit analysis, however, is open to challenge. Also the Department will need to evaluate HS1's regeneration benefits and wider economic impacts worth many billions of pounds if the project is to demonstrate value for money. The Department must also learn the lessons as it develops its plans for HS2.

In an April 2013 New Yorker issue, Malcolm Gladwell wrote an appreciation of the principle, described by Cass Sunstein in the book's new foreword as "a bit of a trick up history's sleeve." It can be summed up as a phenomenon in which people's inability to foresee obstacles leads to actions that succeed because people have far more problem-solving ability that they anticipate or appreciate. Book excerpt: The Department for Transport is responsible for a number of ambitious, expensive transport infrastructure programmes including the planned High Speed 2 programme. The Committee though is not convinced that these programmes are part of a clear strategic approach to investment in the rail network. In particular, recent proposals for a railway connecting cities in the north of England - a possible High Speed 3 - suggest that the Department takes a piecemeal approach to its rail investment, rather than considering what would benefit the system as a whole and prioritising its investment accordingly. The Department told us it will deliver the full High Speed 2 programme within its overall funding envelope of £50 billion. However, this funding includes a generous contingency and the Committee is concerned that, without appropriate controls, it could be used to mask cost increases. When it comes to the wider regeneration benefits, insufficient planning meant that regeneration benefits in Ebbsfleet did not flow from High Speed 1 as expected. Although the Department told the Committee that it has learned and is applying these lessons on High Speed 2, it needs to set out clearly who is responsible for ensuring that benefits are realised, and how that work will be coordinated.
