Loss of human lives, mass displacement, land degradation, and increased hunger have been identified as the significant consequences. These effects compound an already fragile food security situation in Benue State, rendering it a matter of critical concern. In response to these challenges, this research proposes a multifaceted approach to mitigate the conflict's impact on food security. This includes enlightenment campaigns for value reorientation, the replacement of offensive terms and policies, the formation of open public forums for discussions, the avoidance of hate speeches, and the implementation of an effective land distribution approach. These strategies are aimed at fostering unity and understanding between farmers and herders, leading to sustainable peace and ultimately enhancing food security in Benue State.

While the Plan has earned the endorsement of many state governments, it faces significant challenges. Deficient political leadership, popular misperceptions about its purpose, budgetary constraints aggravated by the COVID-19 pandemic, a lack of personnel with the expertise to carry it out and widespread insecurity are all hindering progress. If the Plan fails - as previous initiatives to modernise livestock management did - herder-farmer violence could escalate. Federal and state governments should do more to publicise the Plan and win the support of both herders and farmers. These authorities should also work with donors and investors to fill funding gaps and to build capacity for implementation. Finally, Abuja should make sure the Plan's enactment takes into account the projected impact of climate change and also develop a strategy for dealing with non-Nigerian migratory herders."

In doing this, the paper takes cognizance the problem of ethnic agitations and conflicts in Nigeria, the causes of ethnic and religious crisis, an understanding of interfaith concept and its actors, and advances arguments for the fact that the inadequacies of interfaith concept notwithstanding, it is an enduring philosophy that can be activated by Nigeria for the enhancement of stable, secured and peaceful relations among the diverse ethnic nationalities. This paper advances a philosophy of ethnic and religious tolerance in view of the fact that despite the diversity in tribes and faith, we share the same humanity and that it is only on the basis of this tolerance and the mutual respect for one another’s faith that the peace and unity that is both necessary and imperative for national development and nation building can be attained. The history of ethnicity and ethnic conflicts in Nigeria are also traced back to the colonial transgressions that forced the ethnic groups of the northern and southern provinces to become an entity called Nigeria in 1914. This generated hatred and conflict among different ethnic groups. The task of addressing this seed of conflict planted by the British has been a complex one. These conflicts, as it were and as it is, possessed within themselves the tendency of hampering the peace and collective existence of Nigeria if not checked and curtail. This notwithstanding, a stable, secured, and peaceful relations among the diverse and heterogeneous ethnic groups in Nigeria for sustainable development is timely and imperative. In such a time, in the history of the nation as this, when the nation is confronted and affronted with numerous challenges of national development that have to a large extent threatened our collective existence, the need to de-emphasis those things the divides us and to emphasize those things that units becomes more glaring and crystal clear. This thinking is based on the fact that without a peaceful relation between the diverse ethnic groups in Nigeria, there can be no secured and stable Nigeria and without a stable and secured Nigeria, the much-needed development and the change that have been clamoured for by Nigerians will amount to a mirage.

These range from religious conflicts to ethnic and resource-based conflicts. The conflict between farmers and herders is one of the most dreaded and has generated a lot of fears of an outright war between ethnic parties to the conflict. This article traced the historical origin of the farmer-herder conflict by examining Fulani migration into the Benue Valley, pre-violent inter-group relations, and the breaking point. The presence of Fulani herders in the Benue Valley can be traced to 100 years back, and their relationship with host communities was cordial up until the late 20th century when the human population increased astronomically leading to fierce competition over scarce land and water resources. The root causes of the conflict are but not limited to drought and desertification, loss of grazing lands, new livestock and farming practices, rural banditry and cattle rustling, escalating conflict across northern Nigeria, and collapse of traditional mechanisms for conflict resolution. It is pertinent therefore for stakeholders to understand the historical context of the conflict as well as its root causes in order to proffer lasting solutions to this menace. Ranching and afforestation in Northern Nigeria are some of the solutions. The paper employed the ex-post factor research design and used primary and secondary data. Data were historically analyzed in order to understand the relationship between past events and contemporary issues in the farmer-herder conflict.

Book excerpt: The Earth's human population is expected to pass eight billion by the year 2025, while rapid growth in the global economy will spur ever increasing demands for natural resources. The world will consequently face growing scarcities of such vital renewable resources as cropland, fresh water, and forests. Thomas Homer-Dixon argues in this sobering book that these environmental scarcities will have profound social consequences--contributing to insurrections, ethnic clashes, urban unrest, and other forms of civil violence, especially in the developing world. Homer-Dixon synthesizes work from a wide range of international research projects to develop a detailed model of the sources of environmental scarcity. He refers to water shortages in China, population growth in sub-Saharan Africa, and land distribution in Mexico, for example, to show that scarcities stem from the degradation and depletion of renewable resources, the increased demand for these resources, and/or their unequal distribution. He shows that these scarcities can lead to deepened poverty, large-scale migrations, sharpened social cleavages, and weakened institutions. And he describes the kinds of violence that can result from these social effects, arguing that conflicts in Chiapas, Mexico and ongoing turmoil in many African and Asian countries, for instance, are already partly a consequence of scarcity. Homer-Dixon is careful to point out that the effects of environmental scarcity are indirect and act in combination with other social, political, and economic stresses. He also acknowledges that human ingenuity can reduce the likelihood of conflict, particularly in countries with efficient markets, capable states, and an educated populace. But he argues that the violent consequences of scarcity should not be underestimated--especially when about half the world's population depends directly on local renewables for their day-to-day well-being. In the next decades, he writes, growing scarcities will affect billions of people with unprecedented severity and at an unparalleled scale and pace. Clearly written and forcefully argued, this book will become the standard work on the complex relationship between environmental scarcities and human violence.

Book excerpt: Although many studies have been conducted on the conflicts between Fulani nomadic herders and sedentary farmers over land and water resources in Nigeria, very few have examined the religious dimension of these conflicts. In fact, some studies have described the religious dimension as an oversimplification of a complex social problem. But is this really the case? Is religion important in understanding the dynamics of the conflict? My instrumental variable regression results show that Muslim domination - a scenario where the population in a local government area (LGA) (i.e. municipality) is predominantly Muslim - reduces the likelihood of being concerned about farmer-herder conflicts. It also shows that Muslims are less concerned about the conflict than Christians. A plausible mechanism behind this finding is that the common religion of Islam shared by the nomadic herders and the Muslim sedentary population makes it easier for resource-motivated conflicts to be resolved amicably.
