Suggests someone whose term of service will soon expire to be in charge of receiving the discharges. Estimates more than five hundred such men on the returns, but states that they are unlikely to get more than three hundred and fifty working men. They have found a place where the wood may be easily attained. The men will bring it to the foot of the mountain, and from thence it will be transported by teams if they can be procured. Goes on to discuss discharges and promotions. Encloses returns of the troops and clothing. States that the men need clothing as they only have uniforms and other clothing from last spring. Watermarked with three fleur-de-lis in a crest and a crown over lettering. Knox's retained draft.

Says he wrote last week and hopes he has received the letter as the post office has been unreliable. It seems that someone in Lucy Knox's family is dying, but Henry says he will not tell her because she will be afflicted by it beyond moderation. Says her family in England will want to know of this information, and wants to be informed when a Mrs. Winslow will sail for Plymouth, so he can write to Lucy's sisters and mother. Says the destruction of paper money will damage the cause. Says the stoppage [of paper money] will create a distress here[.] I am pretty certain it will be temporary. I shall consider it as the dawn of returning honesty and industry. Says they have enough troops to defend themselves, but not to undertake an offensive campaign. References Major General Nathanael Greene's siege at Ninety Six in South Carolina. Says Greene could not storm the position, but that the siege forced the enemy to abandon the position and retire to Charleston. Claims that Twice General Greene has fought General Actions [at Guilford Courthouse and Hobkirk Hill] was defeated completely and yet reaped all the consequences of victory. Says the British probably have control of Plymouth, Virginia, Charleston, South Carolina, and Savannah, Georgia. Says the American and French armies are in the most perfect harmony.

Declares that each brigade's own armorers have been performing the repairs to the best of their ability, and that that is the only option, since there is not one hired armorer in the Army of the United States. Your Excellncy must have been misinformed with respect to any armorers at this post, as there are none here. Explains that brigades have traveling forges consisting of borax and salt, and that they can be sent to Verplanks Point. Has sent someone to Philadelphia to purchase borax on credit and expects it to arrive soon. Reports that he has asked General [Benjamin] Lincoln to provide armorers to the West Point garrison; at first, Lincoln responded that they could not afford to pay them, but then asked about the propriety of employing German prisoners who were armorers and wanted their freedom (see GLC02437.01546). Knox believes this is a bad idea, but wants to know Washington's opinion. Lastly discusses the matter of a Captain of the York Levies, who has been punished more harshly than necessary for a misdeed. Knox would like to release him but asks Washington's opinion because he has been consulted on the matter before.

States that he ran into Joshua Wentworth of Portsmouth, who informed him of the arrival of a French vessel carrying a large cargo of arms for the Continental Army. French officers were also on board, and another French ship with more weapons was expected soon. Mentions the capture of British supply ships. Many of these same events are mentioned in GLC02437.00558. Discusses pistols and horses belonging to Henry. Closes by saying that he is confident he can raise the necessary money, and wishes to discuss what to do next.

Lucy was declining rapidly so they brought her to the North River for the pure air, and it has helped aid her recovery. Marcus has been suffering from a [dysentery?] a consequence of [getting] teeth. He fears that William will never have the pleasure to see him. A few days, perhaps a few hours may decide his fate.

Comments that the British have taken cattle and forage in New Jersey, and surprised [Colonel George] Baylor's regiment, wounding Baylor (this battle is referred to as the Baylor Massacre, 28 September 1778). Writes, But should the Enemy contrary to my reasonings, conjectures & conclusions be so insane as to push to Boston, you may rely I shall give you the earliest notice- But rest easy on this head. Discusses a business matter handled by William related to Henry's mortgage and estate. Also mentions an unspecified petition. Contains several notes written in a different hand throughout text. Minor text loss from seal. Mentions that Lucy and her baby, possibly their daughter Lucy, are both well. Writes, This business has been painful on account of discharging the officers and soldiers at this [severe] season without pay, and in many instances the men are miserably clad. Refers to an instance in summer of 1783 when officers petitioned Continental Congress for land west of the Ohio River (the Newburgh Petition was presented by men who, in many cases, had not been paid for their service in the Continental Army, and they asked for land as payment). Asks if the petition has been considered. Discusses rumors that he may be appointed to take the place of Benjamin Lincoln (presumably as Secretary of War). In a post script, writes I think the pay & other emoluments of a major general, in a separate department, exclusive of any encumbrances... would not be an unreasonable expectation,- and that would satisfy me.

Wishes to know where the rest of Henry's effects are, information about the store's lease, what he should buy before joining the army, and how he should go about joining. In a postscript mentions he has procured the silk stockings and discusses the sale of various personal items.
