Is glad that health has been restored to Philadelphia after the yellow fever outbreak. Says that since Washington has settled in Germantown, Pennsylvania for the present, it is probable that Congress will meet there for a few days. Asks to be kept updated on the president's intentions. Is happy that Knox informed him that his housekeeper Mrs. Cortright is well. Reports that two of Mrs. Izard's letters to her were returned unopened and they feared she was dead. Encloses a letter to her and asks Knox to send it to her. Says he left Mr. [William] Smith in New Haven, Connecticut. Sends compliments to Alexander Hamilton. This letter has been repaired, resulting in text loss on the lower right corner on recto and the upper left corner on verso.

Book excerpt: Knox's draft, written in the president's voice, for a portion of Washington's December 3, 1793 annual message (State of the Union address) to Congress. Discusses negotiations for peace between the U.S. and hostile Indians in the Ohio Territory. Says if the negotiations falter, it appears to be incumbent upon the United States to use decisively such degrees of their force as shall be competent, as well to the immediate protection of their exposed citizens, as to the exemplary punishment of those tribes, which, obstinately persevere in their cruel depredations upon our frontiers. Says Congress will have to examine the facts and make a decision on how to proceed. Believes that on the southwestern frontiers our own violators of the peace, and of existing treaties, should not escape with impunity, and thereby bring down upon innocent women and children, the horrors of retaliation, and involve the U.S. in an unjust war. States that the Secretary of War (Knox) will submit a report on the arsenals of the U.S., noting that large augmentations of them should be made. Says the U.S. should be prepared because of the European War, but stresses the nation should avoid getting involved. Also mentions that seaports need to be upgraded. Asserts the importance of a well organized militia to address events for which being unprepared the happiness and liberty of Societies have so frequently been overturned and ruined.

Knox believes that Hunter will honor his word to Knox and allow him to stay there. Knox considers Buddens's house a last resort, and wants Hodgdon to find another house like Hunter's if Hunter's truly is not available. Knox's papers, he says, will arrive in Philadelphia by Thursday (this letter is dated Sunday). Knox wants his office to be perfectly light, and comfortable, and the ceilings new white washed, and the Board work either white washed or printed a very light color nearly white. I like cheerful rooms. Knox explains his plans for him and his family to arrive in Philadelphia in the coming week. Knox and his family will be meeting Colonel Ogden in Trenton and then proceeding from there to Philadelphia.
