This book was released on 2015 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Transport, Network Rail and the Office of Rail and Road (ORR) agreed an unrealistic programme of rail investments for 2014-2019. The programme contained too much uncertainty around the costs of many large projects when it was signed off. Since then Network Rail's work has cost more and taken longer than expected. We are concerned that the ORR, Network Rail's regulator, lacks the capability to robustly scrutinise Network Rail's plans and cost estimates. The severity of the planning and budgeting failures is especially clear in the programme to electrify the Great Western Main Line from London to Cardiff, which is now expected to cost up to £1.2 billion more than the £1.6 billion estimated only a year ago. We make clear our substantial concerns in this report. We also look forward to Sir Peter Hendy's detailed review into how the investment programme can be delivered.

Book excerpt: How does the state, as a public authority, relate to those under its jurisdiction through the criminal law? Connecting the ways in which criminal lawyers, legal theorists, public lawyers and criminologists address questions of the criminal law's legitimacy, contributors to this collection explore issues such as criminal law-making and jurisdiction; the political-ethical underpinnings of legitimate criminal law enforcement; the offence of treason; the importance of doctrinal guidance in the application of criminal law; the interface between tort and crime; and the purposes and mechanisms of state punishment. Overall, the collection aims to enhance and deepen our understanding of criminal law by conceiving of the practices of criminal justice as explicitly and distinctly embedded in the project of liberal self-governance.

Book excerpt: This short report does not intend to formulate precise recommendations for the future framework of the relationship between the Ministry and its criminal justice inspectorates. That is a matter which requires careful consideration and discussion involving all interested parties, including the new Chief Inspectors of Prisons and Probation. Instead it 's aim is to express an opinion on the overall contours and timetable of that process of consideration and discussion, and the principles which we think should underpin it, to ensure that the relationship between the Ministry and its inspectorates commands public confidence.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Available in PDF, EPUB and Kindle. Book excerpt: Why do people represent themselves? What works and what doesn't for self-represented parties? And how can we improve Litigant in Person (LiP) experiences to make the civil justice system fairer? Based on in-depth interviews with individuals who have acted as Litigants in Person in the civil courts, the book provides the first full-length account of LiP experiences. The author shines a light on how much we don't know about LiPs, the civil justice system, and LiPs' place within it, as well as the kinds of things we ought to be doing to improve access to justice for unrepresented parties. Perfect for scholars of administrative justice, access to justice, court reform and legal aid, as well as government bodies and non-profit organisations, this book generates insight into meaningful methods of what works and what doesn't work for self-represented parties, based on the real-life experiences of LiPs.
