Book Synopsis Essays on the History of Parliamentary Procedure by : Paul Evans
Download or read book Essays on the History of Parliamentary Procedure written by Paul Evans and published by Bloomsbury Publishing. This book was released on 2017-12-28 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: 8 February 2015 marked the 200th anniversary of the birth of Thomas Erskine May. May is the most famous of the fifty holders of the office of Clerk of the House of Commons. His continued renown arises from his Treatise upon the Law, Privileges, Proceedings and Usage of Parliament, first published in 1844 and with its 25th edition currently in preparation. It is known throughout those parts of the world that model their constitutional arrangements on Westminster as the 'Bible of Parliamentary Procedure'. This volume celebrates both the man and his book. Bringing together current and former Clerks in the House of Commons and outside experts, the contributors analyse May's profound contribution to the shaping of the modern House of Commons, as it made the transition from the pre-Reform Act House to the modern core of the UK's constitutional democracy in his lifetime. This is perhaps best symbolised by its enforced transition between 1834 and 1851 from a mediaeval slum to the World Heritage Palace of Westminster, which is the most iconic building in the UK. The book also considers the wider context of parliamentary law and procedure, both before and after May's time. It constitutes the first sustained analysis of the development of parliamentary procedure in over half a century, attempting to situate the reforms in the way the central institution of our democracy conducts itself in the political contexts which drove those changes.

Book Synopsis HC 649 - Notification of the arrest of members by : Great Britain. Parliament. House of Commons. Select Committee on Procedure
Download or read book HC 649 - Notification of the arrest of members written by Great Britain. Parliament. House of Commons. Select Committee on Procedure and published by The Stationery Office. This book was released on 2015-12-15 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Procedure Committee has, at the Speaker's request, considered the House's present practice in requiring police forces to notify the Speaker of the arrest of any Member. The House requires the Speaker, on receipt of a notification of arrest, to notify the House accordingly by laying the notification on the Table and causing it to be published in the Votes and Proceedings. The practice is connected to the House's claim - now purely symbolic - to the privilege of freedom from arrest, which itself derives from the principle that the House must have first claim on the attendance of its Members. This claim has never been allowed to interfere with the administration of criminal justice. The Committee considers that the practice of notification should be retained, since it is linked to the House's assertion of its right to the attendance and participation of its members, and the House must be in a position to be able to ensure the attendance of its members should it be required. To remove any doubt as to the basis for the requirement, the Committee invites the House to pass a resolution restating its claim.
Book Synopsis Post-legislative Scrutiny by : Great Britain: Law Commission
Download or read book Post-legislative Scrutiny written by Great Britain: Law Commission and published by The Stationery Office. This book was released on 2006-01-31 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Commission's report examines the options for ensuring adequate post-legislative scrutiny of Acts of Parliament, in the light of the recommendation of the House of Lords Select Committee on the Constitution (in their 14th report, HCP 173-I, session 2003-04; ISBN 0104005416). The main focus of the report is on primary legislation, but it also considers delegated legislation and European legislation. Issues discussed include: existing forms and benefits of post-legislative scrutiny in the UK Parliament and in other jurisdictions (including Canada, Australia, Germany, France and the EU); the experience of pre-legislative scrutiny; and options for post-legislative scrutiny mechanisms. A number of consultation questions are given, and responses should be received by 28th April 2006.
Book Synopsis Infrastructure for a Seamless Asia by : Asian Development Bank
Download or read book Infrastructure for a Seamless Asia written by Asian Development Bank and published by . This book was released on 2009 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline

Book Synopsis Women in the City by : Great Britain. Parliament. House of Commons. Treasury Committee
Download or read book Women in the City written by Great Britain. Parliament. House of Commons. Treasury Committee and published by The Stationery Office. This book was released on 2010 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Treasury Committee report, 'Women in the City' was prompted by its work in the banking crisis, which shone a spotlight on the need for reform to increase financial stability, including improving corporate governance within financial institutions. Part of the debate on how to improve corporate governance was around boosting diversity and challenge in the City. Witnesses to the Committee even suggested that greater female representation at senior levels would have made the banking crisis less likely. The report says the lack of diversity on the boards of many, if not most, of our major financial institutions, may have heightened the problems of 'group-think' and made effective challenge and scrutiny of executive decisions less effective. A sector which is failing to properly utilise the talents of over half the population clearly has substantial room for improvement and this entails looking more widely at the industry structure, to ensure that able women who wish to progress are not held back. The report also examines matters such as the long hours culture, the working environment and access to flexible working and family-friendly practices. The report notes that the challenge is not so much to change the legal framework, but to change practice and, where necessary, culture. The onus is on the City to demonstrate that it is committed to improving the representation of women at senior levels within the industry. Whilst the Committee does not believe this should be achieved through the introduction of a quota system, it is clear that such pressure will intensify should the industry fail to act.

Book Synopsis Climate change: Unpacking the burden on food safety by : Food and Agriculture Organization of the United Nations
Download or read book Climate change: Unpacking the burden on food safety written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2020-03-01 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change is causing unprecedented damage to our ecosystem. Increasing temperatures, ocean warming and acidification, severe droughts, wildfires, altered precipitation patterns, melting glaciers, rising sea levels and amplification of extreme weather events have direct implications for our food systems. While the impacts of such environmental factors on food security are well known, the effects on food safety receive less attention. The purpose of Climate change: Unpacking the burden on food safety is to identify and attempt to quantify some current and anticipated food safety issues that are associated with climate change. The food safety hazards considered in the publication are foodborne pathogens and parasites, harmful algal blooms, pesticides, mycotoxins and heavy metals with emphasis on methylmercury. There is also, a dedicated section on the benefits of forward-looking approaches such as horizon scanning and foresight, which will not only aid in anticipating future challenges in a shifting global food safety landscape, but also help build resilient food systems that can be continually updated as more knowledge is assimilated. By building a more widespread and better understanding of the consequences climate change has on food safety, it is hoped that this document will aid in fostering stronger international cooperation in making our food safer by reducing the global burden of these concerns.

Book Synopsis Direct Democracy in the EU by : Steven Blockmans
Download or read book Direct Democracy in the EU written by Steven Blockmans and published by Rowman & Littlefield. This book was released on 2019-01-15 with total page 467 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union is grappling with a democracy problem. The succession of crises which have plagued the increasingly executive EU for years, has led to a rising cacophony of voices calling for fundamental change to the integration project. Yet despite the seismic shock of the Brexit referendum and the electoral upsets by nativist parties across the continent, few of the plans for EU reform include concrete proposals to reduce the age-old democratic deficit. This book is concerned with the two-pronged question of how the relationship between citizens, the state and EU institutions has changed, and how direct democratic participation can be improved in a multi-layered Union. As such, this edited volume focuses not on populism per se, nor does it deeply engage with policy and output legitimacy. Rather, the research is concerned with process and polity. Building on the notion of increasing social, economic and political interdependence across borders, this volume asks how a sense of solidarity and European identity can be rescued from the bottom up by politically empowering citizens to ‘take back control’ of their EU.
Book Synopsis Report of the Bloody Sunday Inquiry (Hc) by : Lord Saville of Newdigate
Download or read book Report of the Bloody Sunday Inquiry (Hc) written by Lord Saville of Newdigate and published by Createspace Independent Publishing Platform. This book was released on 2016-10-30 with total page 494 pages. Available in PDF, EPUB and Kindle. Book excerpt: On 29th January 1998 the House of Commons resolved that it was expedient that a tribunal be established for inquiring into a definite matter of urgent public importance, namely "the events on Sunday, 30 January 1972 which led to loss of life in connection with the procession in Londonderry on that day, taking account of any new information relevant to events on that day." On 2nd February 1998 the House of Lords also passed this resolution. With the exception of the last 12 words, these terms of reference are virtually identical to those for a previous Inquiry held by Lord Widgery (then the Lord Chief Justice) in 1972. Both inquiries were conducted under the provisions of the Tribunals of Inquiry (Evidence) Act 1921. In his statement to the House of Commons on 29th January 1998 the Prime Minister (The Rt Hon Tony Blair MP) said that the timescale within which Lord Widgery produced his report meant that he was not able to consider all the evidence that might have been available. He added that since that report much new material had come to light about the events of the day. In those circumstances, he announced: "We believe that the weight of material now available is such that the events require re-examination. We believe that the only course that will lead to public confidence in the results of any further investigation is to set up a full-scale judicial inquiry into Bloody Sunday." The Prime Minister made clear that the Inquiry should be allowed the time necessary to cover thoroughly and completely all the evidence now available. The collection, analysis, hearing and consideration of this evidence (which is voluminous) have necessarily required a substantial period of time. The Tribunal originally consisted of The Rt Hon the Lord Saville of Newdigate, a Lord of Appeal in Ordinary, The Hon William Hoyt OC, formerly the Chief Justice of New Brunswick, Canada, and The Rt Hon Sir Edward Somers, formerly a member of the New Zealand Court of Appeal. Before the Tribunal began hearing oral evidence, Sir Edward Somers retired through ill health. The Hon John Toohey AC, formerly a Justice of the High Court of Australia, took his place. Lord Saville acted throughout as the Chairman of the Inquiry.

Book Synopsis Protection and Training by : Alberto E. Isgut
Download or read book Protection and Training written by Alberto E. Isgut and published by . This book was released on 2016 with total page 402 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The world of work is going through far-reaching transformations. These transformations have a strong impact on labour markets and pose new challenges for their institutions, including unemployment protection and technical and vocational education and training (TVET), which are crucial to the creation of full and productive employment and decent work for all. Constantly changing labour markets and the growing heterogeneity of labour relations present major challenges for the design of unemployment protection instruments. In addition, a highly skilled workforce is a key element for any development strategy that aims to base economic growth on innovation and knowledge. Moreover, national technical and vocational education and training systems must meet increasingly diverse demands from both the production sector and persons seeking decent work. By analysing recent experiences in Latin America and Asia in relation to unemployment protection and TVET systems, as well as the challenges the countries of the two regions face as they develop these labour market institutions, this volume seeks to contribute to the debate on the formation of labour market institutions that foster sustainable development in a changing world of work."--Publisher's description.
