Book excerpt: This book evolved from a collaborative research project between the University of Manitoba, Canada and Jahangirnagar University, Bangladesh, which commenced in 1984 to study the problems of river channel migration, rural population displacement and land relocation in Bangladesh. The study was sponsored by the International Development Research Center (IDRC), based in Ottawa, Canada. It was through this project that I started my journey into disaster research more than thirteen years ago with basically an applied problem of massive magnitude in Bangladesh. I spent two- and-a half-years, in two stages, in Bangladesh's riparian villages to collect the empirical data for this study. Then the growing disaster discourse throughout the 1980s, especially its conceptual and theoretical areas, drew me in further, gluing my interest to these issues. In the 1990s, during my research and teaching at Brandon University, Canada, I realized that, despite the large body of literature on natural disasters, there was no work that synthesized the approaches to nature-triggered disasters in a comprehensive form, with sufficient empirical substantiation. In addition, despite the great deal of attention given to disasters in Bangladesh, I found no detailed reference book on the topic. Natural hazards and disasters, in my view, should be studied under a holistic framework encompassing the natural environment, society and individuals. Overreaction to the limitations of technocratic-scientific approaches-the control and prevention of physical events through specialized knowledge and skills-has resulted in a call for "taking the naturalness out of natural disasters.

This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework.First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

Despite advances in short-range flood forecasting and information dissemination systems in Bangladesh, the present system is less than satisfactory. This is due to short lead-time products, outdated dissemination networks, and lack of direct feedback from the end-user. As observed in other regions, the success of seasonal forecasts, in contrast to short-term forecasts, depends on consensus among the participating institutions. Therefore, the primary objective of the book is to revisit and modify the framework of an ideal warning response system for issuance of consensus seasonal flood forecasts in Bangladesh. The book discusses issues related to the 5-stage Flood Forecasts, Warning, and Response System (FFWRS) and emphasizes the role of the seasonal ‘Climate Outlook Forum (COF)’ in Bangladesh. This issue came to my attention in early 1976 when news media in Bangladesh and overseas, began publications of articles on the unilateral withdrawal of a huge quantity of water from the Ganges River through the commissioning of the Farakka Barrage in India. I first pursued the subject professionally in 1984 while working as a contributor for Bangladesh Today, Holiday and New Nation. During the next two decades, I followed the protracted hydro-political negotiations between the riparian countries in the Ganges basin, and I traveled extensively to observe the environmental and ecological changes in Bangladesh as well as India that occurred due to the water diversion. The Ganges, one of the longest rivers of the world originates at the Gangotri glacier in the Himalayas and flows across the plains of North India. Eventually the river splits into two main branches and empties into the Bay of Bengal. The conflict of diversion and sharing of the Ganges water arose in the middle of the last century when the government of India decided to implement a barrage at Farakka to resolve a navigation problem at the Kolkata Port.
