Data are presented on the number of sites with unknown waste quantity, the distribution of their HRS scores as compared to the distribution of HRS scores for sites at which the waste quantity is known, and the most frequently designated site activities for unknown waste quantity sites. The significance of the waste quantity factor score in the HRS is discussed and the consequences of the current policy of assigning a waste quantity default value of 1 are examined. Several possible alternatives to that policy are identified, examined and commented on.

The criterion would be used in determining an observed release under the Hazard Ranking System (HRS), and Appendix to the National Contingency Plan (NCP) for oil and hazardous substances created by the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The report examines options for HRS revision including definitions of significance based on the limits of detection and quantitation to discriminate between contaminant levels at or in the vicinity of an uncontrolled hazardous substance facility and background levels. The report also examines the relevance of EPA responses to public comments relating to significance issues, general concepts and tests of significance, detection limits, and the nature and amount of data available for determining and observed release.

The HRS is used by EPA to rank uncontrolled waste sites based on their relative threat to human health and the environment. Highly ranked sites are placed on the National Priorities List for further investigation and possible remedial action. The revision option is structurally similar to the current HRS air pathway. The revision option can be used to assess sites based on the degree of contamination detected in the indoor air, relative to human-health-based benchmark concentrations, and on the size of the population potentially affected by the contamination.

Book excerpt: This report, prepared for the Office of Emergency and Remedial Response (OERR) of the Environmental Protection Agency, recommends modifications to the toxicity factor of the EPA Hazard Ranking System (HRS) that incorporate: (1) an assessment of the capacity of a substance to cause short- or long-term adverse effects, cancer, birth defects, or changes in genetic material; (2) a more accurate assessment of the potential hazard of substances by considering the toxicity of each substance for each expected mode of exposure to humans; and (3) more discrimination in the ranking of toxic substances and waste sites. This report critiques the current HRS toxicity factor and eight other ranking systems selected as representative of the methodologies used to discern the relative dangers of substances. This report then presents the rationale and derivation of the suggested modifications to the HRS toxicity factor and presents the evaluation of 30 substances found at National Priorities List (NPL) sites as examples of the proposed scoring methodology.

Book excerpt: This report examines the feasibility of incorporating factors into the U.S. Environmental Protection Agency Hazard Ranking System (HRS) that reflect the potential risks posed to humans by food chain contamination arising from releases from uncontrolled waste sites. The literature on contaminant migration through the human food chain was reviewed. Significant gaps in scientific knowledge were identified in the terrestrial component of the human food chain. The aquatic component is better understood at this time. Five systems other than the HRS were examined to determine if any methods developed by others could be adapted. Several options for incorporating aquatic food chain assessment factors into the HRS are presented. Deficiencies in empirical data and limitations in knowledge of the terrestrial food chain preclude the development of the options for the terrestrial food chain. Important factors that should be incorporated into a future terrestrial food chain factor are discussed.

Book excerpt: This report describes an analysis intended to show whether available data for Superfund sites support the present distance limits (3 miles in streams and rivers, or 1 mile in static water) used for scoring the surface water pathway target population in the Hazard Ranking System. The data, concentrations of released substances at various distances from their points of entry into surface waters, were limited, by agreement with the sponsor, to what was available in the National Priorities List (NPL) site files and remedial investigation reports. There are insufficient data to allow drawing any conclusions for the static water case. However, the available data suggest that the 3-mile targets distance limit for streams and rivers warrants upward modification, at least for those cases in which no observed release has been shown. The data do not permit making a recommendation as to what farther distance limit should be used.

In addition, the rating scheme makes use of available information on potential biomagnification of hazardous substances. The system makes use of data in order of its reliability and its availability, as well as on its ability to describe, quantitatively, the potential of a substance to bioconcentrate.

The target distance limit is defined as the maximum distance used in determining the target population in the air pathway. The report presents estimates of the general level of cancer risk arising from air emissions from uncontrolled waste sites and examines the implications of the analysis for the targets category of the HRS air pathway. The principle conclusions reached in the analysis are: (1) simple risk analysis techniques can be fruitfully employed in HRS issue analyses, although their use in assessing actual site risks based on the data developed during site inspections is unwarranted, (2) the uncertainty associated with the results is high and generalizations must be made with caution, (3) cancer risks to individuals living beyond 4 miles from the boundary of a site from long-term exposures to air emissions from most uncontrolled waste sites are probably very low (as are their risks from chronic exposures to non-carcinogenic contaminants with safe exposure thresholds), (4) risks from these effects to individuals living beyond 1/4 from the boundary of a site are also probably low, (5) risks to individuals residing with 1/4 mile of site boundaries are difficult to assess using techniques such as are employed here and are probably higher than indicated in this study, and (6) particulate emissions from large sites may pose a higher, potentially unacceptable, cancer risk than is indicated by this analysis. The major implications for the HRS air pathway are as follows: (1) the target distance limit cannot be definitively set based on the results of this analysis, m further analysis of sub-chronic risks must be undertaken before a revision of the four-mile limit is made, (2) cancer risk should not be emphasized in the HRS air pathway, and (3) differential cancer risks between sites can best be reflected in the toxicity and waste quantity components of the HRS waste characteristics category.
