Book excerpt: The General Mining Act of 1872 helped open the West by allowing individuals to obtain exclusive rights to mine billions of dollars worth of gold, silver, and other hardrock (locatable) minerals from fed. lands without having to pay a fed. royalty. For years, some mining operators abandoned land used in their mining operations, creating environmental and physical safety hazards. To curb further growth in the number of abandoned hardrock mines on fed. lands, in 1981, the Dept. of the Interior¿s Bureau of Land Mgmt. (BLM) began requiring mining operators to reclaim BLM land disturbed by these operations. This testimony focuses on the: (1) royalties states charge; and (2) number of abandoned hardrock mine sites and hazards. Illustrations.

Mining Act of 1872 helped open the West by allowing individuals to obtain exclusive rights to mine gold, silver, and other hardrock minerals from fed. lands without having to pay a fed. royalty. However, western states charge royalties. For years, some mining operators did not reclaim land used in their mining operations, creating environ. and physical safety hazards. In 2001 the fed. gov¿t. began requiring operators to provide financial assurances to cover reclamation costs before they began exploration or mining operations. This testimony focuses on the: (1) royalties states charge; (2) number of abandoned hardrock mine sites and hazards; and (3) value and coverage of financial assurances operators use to guarantee reclamation costs. Book excerpt: Miners have extracted billions of dollars worth of gold, silver, copper, and other hardrock (locatable) minerals from fed. lands without having to pay a royalty. The vast majority of the fed. lands where hardrock mining operations (HMO) occur are in 12 western states, including Alaska. These western states have statutes governing HMO on lands in their state. These states charge royalties that allow them to share in the proceeds from hardrock minerals extracted from state-owned lands. This report provides info. on: (1) which types of royalties the 12 western states assess on HMO; and (2) trends on imports and exports of hardrock minerals. It also provides data on HMO on fed. lands that the fed. gov¿t. either does not routinely collect or consistently maintain. Ill.

Book Synopsis Hardrock Mining on Federal Lands by : National Research Council
Download or read book Hardrock Mining on Federal Lands written by National Research Council and published by National Academies Press. This book was released on 1999-11-03 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book, the result of a congressionally mandated study, examines the adequacy of the regulatory framework for mining of hardrock mineralsâ€"such as gold, silver, copper, and uraniumâ€"on over 350 million acres of federal lands in the western United States. These lands are managed by two agenciesâ€"the Bureau of Land Management in the Department of the Interior, and the Forest Service in the Department of Agriculture. The committee concludes that the complex network of state and federal laws that regulate hardrock mining on federal lands is generally effective in providing environmental protection, but improvements are needed in the way the laws are implemented and some regulatory gaps need to be addressed. The book makes specific recommendations for improvement, including: The development of an enhanced information management system and a more efficient process to review new mining proposals and issue permits. Changes to regulations that would require all mining operations, other than "casual use" activities that negligibly disturb the environment, to provide financial assurances for eventual site cleanup. Changes to regulations that would require all mining and milling operations (other than casual use) to submit operating plans in advance.

Available in PDF, EPUB and Kindle. Book excerpt: The General Mining Act of 1872 allowed individuals to obtain exclusive rights to valuable hardrock mineral deposits on land belonging to the United States. Miners explored, mined, and processed valuable minerals, but many did not reclaim the land after their operations ended. Unsecured mine tunnels, toxic waste piles, and other hazards--known as mine features--are found at abandoned hardrock mines across federal and nonfederal lands. The Forest Service, BLM, National Park Service, EPA, and OSMRE--as well as state agencies--administer programs that identify and address hazardous features at abandoned hardrock mines. This book looks at hardrock mining issues.

Book Synopsis To Think Like a Mountain by : Niels Sparre Nokkentved
Download or read book To Think Like a Mountain written by Niels Sparre Nokkentved and published by Washington State University Press. This book was released on 2021-06-22 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the West, shortsighted human self-interest has resulted in devastating environmental losses. The fur trade decimated beaver populations, and streams and wetland ecosystems deteriorated. Though most mining ceased by the late 1920s, water running from the Pacific Mine nearly a century later still carried ten times the lead level standard set by the federal Clean Water Act. Where grazing depleted native bunchgrasses, fire-prone cheatgrass grew in its place. Migrating from Idaho streams, salmon once reached the ocean in ten to fourteen days. Now it takes fifty or more. In 2016, a snowstorm blew a flock of snow geese off course. They landed on contaminated water, and about three thousand died. Author Niels S. Nokkentved takes a fresh look at environmental challenges affecting Northwest residents. His essays examine cultural conflicts over resource extraction, threats to watersheds from abandoned mines, wolf recovery in the northern Rocky Mountains, the lingering effects of livestock grazing on western rangelands, and the rapidly disappearing sage grouse. They discuss the importance of forest fires, the value of beavers, the failed promises of salmon hatcheries, the reasons behind the decline of the timber industry in the Pacific Northwest, and how unlikely allies learned to set aside their differences in order to resolve long-standing disputes. Nokkentved’s goal is to encourage people to think like a mountain--in other words, to consider the long-term consequences. He shares his connection to each concern as well as his own evidence-based perspective. He believes that it most profits society--collectively and as individuals--when people respect the balance of nature, and he wants to draw others to the same conclusion.

Book excerpt: The purposes of this report are 1) to shed light on abandoned mining sites and their impacts on public lands; 2) to highlight the accomplishments of the BLM, the Forest Service, and project partners in addressing abandoned mine lands (AML) problems; and 3) to describe the outlook for future AML reclamation efforts. Examples throughout the report offer insight into the environmental, health, safety, and economic effects often associated with these sites and illustrate the lasting and acid mine drainage leaching from the positive impacts of reclamation activities on formerly mined lands.
