Oliver Schlenkrich conceptualizes and measures different democracy profiles (e.g., libertarian-majoritarian or egalitarian-majoritarian democracies) based on trade-offs between the central democracy dimensions of political freedom, political equality, and political and legal control. In addition, the study conceptually and empirically develops a typology of political performance. Regarding the first research question, the empirical analyses of about 80 democracies from 1974 to 2017 indicate that there is not an overall better performing democracy profile. Thereby, the democracy profiles do not have an immediate effect, instead their effects require a longer period of time to manifest. With respect to the second research question, the empirical findings show that several structural and cultural factors are relevant (e.g., British heritage or a competitive culture). This work is mainly based on Bayesian statistics to cope with the complexity of the data and models. About the authorOliver Schlenkrich works currently on the DFG research project ‘Causes of Transformation and Democracy Profiles: Empirical Findings of the Democracy Matrix’ located at the Institute of Political Science and Sociology, University of Wuerzburg, Germany. Although all visionary proposals for an unconditional basic income (BGE) have so far not been implemented politically, at least in democratically constituted welfare states, the question of implementation or the conditions for success and the identification of possible blockades have only been dealt with marginally. Recent publications on a BGE also show this political-institutional "blindness" and do not address enough the reasons for the failure so far. Without a transfer strategy, however, the idea will fail in Germany due to such implementation naivety. In this book, therefore, the state of the debate on basic income is developed further to the extent that it is integrated into welfare-state development processes and current challenges for the "safeguarding of social security". In addition, a social-scientific classification of hitherto visionary guarantee elements of a basic income model is undertaken, linking up with the "silent" change to a socially investing state.

Book excerpt: In order to achieve a transition from a transport system centred on the individual car to one centred on (electrified) rail a new focus in infrastructure planning is needed. The preparation of project proposals for the Federal Transport Infrastructure Plan 2030 on the sub-national level in Germany provides an opportunity to study decision-making processes in ministries and compare their respective results in this respect. Using document analysis, expert interviews, qualitative content analysis as well as QCA, this thesis in political science analyses how decision-making processes within bureaucracies impact the decision output in transport infrastructure planning. It contributes to the discussion on bureaucracy-politics interactions that is relevant beyond the German case. One result is that ministries tend to use complex decision-making processes for topics deemed salient as long as the available capacity permits it. Consequently, in order to conduct legitimacy-enhancing steps – such as public participation – a well-funded bureaucracy is indispensable.
