Book excerpt: This 9th volume of International Development Policy looks at recent paradigmatic innovations and related development trajectories in Latin America, with a particular focus on the Andean region. It examines the diverse development narratives and experiences in countries such as Bolivia, Colombia, Ecuador and Peru during a period of high commodity prices associated with robust growth, poverty alleviation and inequality reduction. Highlighting propositions such as buen vivir, this thematic volume questions whether competing ideologies and discourses have translated into different outcomes, be it with regard to environmental sustainability, social progress, primary commodity dependence, or the rights of indigenous peoples. This collection of articles aims to enrich our understanding of recent development debates and processes in Latin America, and what the rest of the world can learn from them. Contributors include: Adriana Erthal Abdenur, Alberto Acosta, Ana Elizabeth Bastida, Luis Bustos, Humberto Campodónico, Gilles Carbonnier, Ana Patricia Cubillo-Guevara, Fernando Eguren, Ricardo Fuentes-Nieva, Eduardo García, Javier Herrera, Antonio Luis Hidalgo-Capitán, Robert Muggah, Gianandrea Nelli Feroci, José Antonio Ocampo, Camilo Andrés Peña Galeano, Guillermo Perry, Darío Indalecio Restrepo Botero, Sergio Tezanos Vázquez, and Frédérique Weyer.

Each contributor offers a unique perspective on the factors which lead to the production of paradigms rooted in ‘other’ logics, cosmologies, and realities, and how these factors may renegotiate and redefine concepts of education, learning, and knowledge. The various chapters provide a road map for scholars, activists, artists, students, organizations, and social movements to help begin to construct learning spaces that seek to engage with a new more horizontal form of participatory democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Until recently, the concept of Buen Vivir has only been loosely articulated by practising communities and in progressive policy in countries like Ecuador. What it actually means has been unclear, and in the case of policy, contradictory. As such there has been a lack of understanding about exactly what Buen Vivir entails, its core principles and how to put it into practice. This book, based on extensive theoretical and field research of Buen Vivir as an alternative to sustainable development, fills that gap and offers a concrete way forward. It uses an ethnographic study in Cotacachi County, in Ecuador's highland communities, to explore how communities understand and practice Buen Vivir. Combining this with what we already know about the concept theoretically, the book then develops a framework for Buen Vivir with 17 principles for practice. Exploring Buen Vivir's evolution from its indigenous origins, academic interpretations, and implications for development policy, to its role in endogenous, community-led change, this book will be of interest to policy-makers and development professionals. It will also be of great value to activists, students, and scholars of sustainability and development seeking grassroots social and environmental change.

Book excerpt: Raunig develops a philosophy of dividuality as a way of addressing contemporary modes of production and forms of life. The animal of the molecular revolution will be neither mole nor snake, but a drone-animal-thing that is solid, liquid, and a gas. —from Dividuum As the philosophical, religious, and historical systems that have produced the “individual” (and its counterparts, society and community) over the years continue to break down, the age of “dividuality” is now upon us. The roots of the concept of the “dividuum” can be traced back to Latin philosophy, when Cicero used the term to translate the “divisible” in the writings of Epicurus and Plato; later, medieval scholars utilized the term in theological discussions on the unity of the trinity. Grounding himself in the writings of the medieval bishop Gilbert de Poitiers and his extensive commentaries on Boethius, Gerald Raunig charts a genealogy of the concept and develops a philosophy of dividuality as a way of addressing contemporary modes of production and forms of life. Through its components of dispersion, subsistence, and similarity, dividuality becomes a hidden principle of obedience and conformity, but it also brings with it the potential to realize disobedience and noncompliant con/dividualities. Raunig's bad news is that dividuality is responsible for much of the intensified exploitation and enslavement taking place under contemporary machinic capitalism. Algorithms, derivatives, big data, and social media technology all contribute to the rampant expansion of divisive management strategies and desires for self-division. The good news, however, is that this same terrain of dividuality presents an opportunity for a new kind of resistance, one that can be realized in the form of con/division.

Available in PDF, EPUB and Kindle. Book excerpt: Presenting an ethnographic account of the emergence and application of critical political alternatives in the Global South, this book analyses the opportunities and challenges of decolonizing and transforming a modern, hierarchical and globally-immersed nation-state on the basis of indigenous terminologies. Alternative development paradigms that represent values including justice, pluralism, democracy and a sustainable relationship to nature tend to emerge in response to – and often opposed to – the neoliberal globalization. Through a focus on the empirical case of the notion of Vivir Bien (‘Living Well’) as a critical cultural and ecological paradigm, Ranta demonstrates how indigeneity – indigenous peoples’ discourses, cultural ideas and worldviews – has become such a denominator in the construction of local political and policy alternatives. More widely, the author seeks to map conditions for, and the challenges of, radical political projects that aim to counteract neoliberal globalization and Western hegemony in defining development. This book will appeal to critical academic scholars, development practitioners and social activists aiming to come to grips with the complexity of processes of progressive social change in our contemporary global world.

Available in PDF, EPUB and Kindle. Book excerpt: In this thought-provoking book, Paulo Ravecca presents a series of interlocking studies on the politics of political science in the Americas. Focusing mainly on the cases of Chile and Uruguay, Ravecca employs different strands of critical theory to challenge the mainstream narrative about the development of the discipline in the region, emphasizing its ideological aspects and demonstrating how the discipline itself has been shaped by power relations. Ravecca metaphorically charts the (non-linear) transit from “cold” to “warm” to “hot” intellectual temperatures to illustrate his—alternative—narrative. Beginning with a detailed quantitative study of three regional academic journals, moving to the analysis of the role of subjectivity (and political trauma) in academia and its discourse in relation to the dictatorships in Chile and Uruguay, and arriving finally at an intimate meditation on the experience of being a queer scholar in the Latin American academy of the 21st century, Ravecca guides his readers through differing explorations, languages, and methods. The Politics of Political Science: Re-Writing Latin American Experiences offers an essential reflection on both the relationship between knowledges and politics and the political and ethical role of the scholar today, demonstrating how the study of the politics of knowledge deepens our understanding of the politics of our times.
