It is widely recognized that damages associated with disasters, such as El Nino, usually reflect either the disaster itself, or cumulative neglect, and deferred maintenance, or weak, ineffective operational, and institutional systems, and framework, respectively. In Guyana, all three factors were present: infrastructure neglect - drainage, irrigation, and potable water systems - occurred even before the impact of El Nino; likewise, operational sector agencies, aggravated by budget constraints, weak capacity, and absence of regulatory enforcement, also had cumulative negative impacts. While the Government made commendable relief, and reconstruction efforts, the lack of resources for appropriate maintenance, institutional, and operational support, will hamper the facilities provided by this credit, and will remain vulnerable to future disasters. Based on the above, lessons reinforce that while the Government appropriately recognized early on the potential impact of the oncoming drought, and took steps in seeking international assistance to dimension the impact, with demonstrated commitment, the existing weak procurement system, prevailed in delaying what otherwise could, and should have helped the contracting process for this (shorter than usual) emergency operation.
