Book excerpt: Structural Funds are the EU's main instruments for supporting social and economic restructuring across the Union, and they account for over a third of the EU budget. This annual report is compiled in accordance with Article 45 (2) of Regulation 1260/1999 governing the fund's general provisions. It provides information on the implementation of programmes in the 15 EU member states in 2001, and contains annexes with detailed figures for financial implementation by objective, initiative and by technical assistance, and budget implications. This edition also considers the major events of 2001, in particular the conclusion of negotiations on Objective 1, which accounts for 70 per cent of the structural funds budget for 2000-06.

This book was released on 1991-06-01 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Equity and efficiency justifications are found for the Community’s Structural Funds which are discovered to be carefully targeted at depressed regions, albeit with some horizontal inequities. If Fund transfers displace national assistance, then they may be misallocated by being tied to regional indicators. The recent doubling in size enhances the Funds’ ability to assist losers from the creation of a single European market in 1992. However, they fall short of constituting a safety net since they provide little automatic assistance to regions suffering negative shocks. Compensation of losers from the 1992 program would require an overhaul of the present allocation system, if not a further increase in scale.

Available in PDF, EPUB and Kindle. Book excerpt: How can we approach the Commission's role as co-manager of policy implementation? Why should we expect the Commission to be pulled into domestic policy execution and to accumulate something like an implementation management capacity? How should we conceptualise the Commission's linkage with post-decision management issues? Finally, how does the Commission's involvement in the application of EU policies, if any, significantly change everything? Such questions are answered in this study, which is concerned with what may be called the implementation management capacity of the European Commission. Simply put, this is the role the Commission plays in the implementation of large-scale European spending programmes. While it is true that the Commission's predominant prerogatives are to draft legislation and facilitate bargaining, it also has a role in post-decision policy management. This role is of increasing importance for the emerging governance of the European Union. Readership: social scientists, journalists and all those interested in the role of the European Commission in shaping EU policies.

Available in PDF, EPUB and Kindle. Book excerpt: Stephen Martin* The fourteen essays that constitute this work provide a coherent review of the past and present of the European Community, and consider some of its possible futures. Werner Abelshauser and Richard Griffiths offer separate perspectives on the precursors of the European Community. Abelshauser argues that comparison of the fates of the European Coal and Steel Community and the European Defense Community demonstrate the dominance of political over economic considerations in the integration process. Griffiths considers the stillborn European Political Community, many of the proposed features of which, somewhat transformed, were embodied in the Treaty of Rome. Both suggest that as a practical matter a coming together of French and German interests has been a precondition for advances in European integration. Stephen Martin and Andrew Evans discuss the development of the Com munity's Structural Funds, first envisaged as tools to smooth the transition from a collection of regional economies to a continent-wide single market, now increasingly seen as devices to guide adjustment to long-term struc tural problems. Stuart Holland emphasizes the role of the Structural Funds as one element in a broad range of strategies to ensure social and economic cohesion as the Maastrict Treaty ushers the European Union into the next stage of its development.

Book excerpt: To combat economic disparity and low growth, the European Union has established an integrated policy system that pursues increased cohesion and smart, sustainable, and inclusive growth. This integrated approach is realized through thousands of development projects and takes up more than a third of the total budget of the European Union. Despite its significance, the policy is subject to many misunderstandings and there is a lot of controversy surrounding its effectiveness. Cohesion and Growth seeks to bring clarity to these issues. It presents both the theoretical and practical aspects of EU intervention, a critical contribution to the understanding of the anatomy of the problems and the way to apply effective solutions to them, and a systematic view of the issues at each of the subsequent stages of the whole policy cycle. Offering an authoritative analysis of the problems and debates involved, this book is essential reading for students, policy makers, project promoters and researchers concerned with this key area of European policy making.

Available in PDF, EPUB and Kindle. Book excerpt: EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007-13 reform. In the context of the budgetary politics of the EU, the book examines the process by which the reform of Cohesion policy has been shaped; it identifies the key factors that explain the allocation of funding, assesses the roles of the Member States, European Commission and European Parliament, and tests whether the process and outcome are consistent with the expectations of EU decision-making and integration theories. Based on extensive, EU-wide research over a ten-year period, the book provides new insights into both the process and outcomes of EU policy reform. Presenting original research in an accessible format, this book will be of interest to scholars as well as undergraduate and postgraduate students in the fields of European integration and policy studies.

Book excerpt: The contributors argue that some regions, such as Emilia-Romagna, Baden-Wurttemberg, and Rhone-Alpes, have been highly successful in launching regional development strategies. Others, such as the English and certain southern European regions lack the economic resources and institutional structures to follow these examples. The book analyses the reasons for success and failure, and considers the strategic development options open to the less developed European regions.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an over-view of the key developments in the politics of European Union regional policy from the creation of the EEC to the present day. The discussion of 'who decides what and to what effect' in relation to regional policy is part of the contemporary academic debate about the nature of politics and policy-making in the EU. Bache argues that no single theory can explain the complex politics of EU regional policy-making. In particular, current theories pay insufficient attention to the importance of implementation in shaping policy outcomes. The book concludes that the application of different analytical tools at different stages of policy-making provides the fullest picture of the politics of EU regional policy.
