This book analyzes these difficulties, suggests a 3-part model for projectizing and financing energy efficiency retrofits, and presents thirteen case studies to illustrate the issues and principles involved.

Book Synopsis Financing for Low-carbon Energy Transition by : Venkatachalam Anbumozhi
Download or read book Financing for Low-carbon Energy Transition written by Venkatachalam Anbumozhi and published by Springer. This book was released on 2018-06-23 with total page 438 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive assessment of the state of low-carbon investments in Asia, analyzing the rationales, mandates and public–private financing activities. Based on the experiences of several regional initiatives wherein public financing is catalyzing private investments in low-carbon infrastructure, this book proposes a framework that can be used as a tool to identify factors that influence private investment decisions and policy instruments that can scale up the private capital. Placing the Asian economies onto a low-carbon development pathway requires an unprecedented shift in investments. This book addresses this situation by asking questions such as: • What is the central role of private finance in achieving the Paris Agreement targets? • What key policy levers and risk mitigation can governments use in an effort to unlock the potentials of private capital? • How can regionally coordinated actions hold significant promise for scaling up private investments?
Book Synopsis Public Procurement of Energy Efficiency Services by : Jas Singh
Download or read book Public Procurement of Energy Efficiency Services written by Jas Singh and published by World Bank Publications. This book was released on 2009-12-17 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: The current universal concerns about global energy security, competitiveness, and environmental protection make energy efficiency more important than ever. However, realizing large-scale savings has proven a significant challenge due to many barriers. 'Public Procurement of Energy Efficiency Services' looks at a largely untapped energy efficiency market the public sector. While the efficiency potential in this sector is substantial, the implementation of energy savings programs has been complicated by a number of factors, such as insufficient incentives to lower energy costs, rigid budgeting and procurement procedures, and limited access to financing. The book looks at energy savings performance contracts (ESPCs) as a means of overcoming some of these barriers. Because public facilities can outsource the full project cycle to a commercial service provider, ESPCs can enable public agencies to solicit technical solutions, mobilize commercial financing, and assign performance risk to third parties, allowing the agency to pay from a project s actual energy savings. The recommendations in this book stem from case studies that identified approaches, models, and specific solutions to ESPC procurement, including budgeting, energy audits, and bid evaluation. Such an approach also offers enormous potential to bundle, finance, and implement energy efficiency projects on a larger scale in the public sector, which can yield further economies of scale. ESPCs can also serve as an attractive element for fiscal stimulus packages and efforts by governments to 'green' their infrastructure, which can create local jobs, reduce future operating costs, and mitigate their carbon footprint. Lower energy bills, in turn, help to create fiscal space in future years to meet other critical investment priorities. Bundled public sector energy efficiency projects can help stimulate local markets for energy efficiency goods and services and 'lead by example', demonstrating good practices and providing models to the private sector.

Download or read book Electricity Market Reform written by Great Britain: Department of Energy and Climate Change and published by The Stationery Office. This book was released on 2012-11-29 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government has three objectives for energy policy - to keep the lights on, to keep energy bills affordable, and to decarbonise energy generation. Simultaneous to the publication of this policy paper the Government is introducing the Energy Bill (HC Bill 100 2012-13, ISBN 9780215050151) into Parliament to implement the key aspects of Electricity Market Reform (EMR) as well as making a wider range of reforms. The Government set out its intentions in the EMR white paper issued in July 2011 (available at http://www.decc.gov.uk/en/content/cms/legislation/white_papers/emr_wp_2011/emr_wp_2011.aspx). The Bill will drive the £110 billion of investment needed in the electricity sector by 2020, to ensure reliable, diverse and low-carbon power. With a fifth of the UK's electricity generating capacity due to close this decade these reforms are vital. Also publishing simultaneously is Electricity demand reduction consultation document (Cm. 8468, ISBN 9780101846820); Electricity demand reduction consultation summary document (Cm. 8492, ISBN 9780101849227); Annual energy statement 2012 (Cm. 8456, ISBN 9780101845625); Energy security strategy (Cm 8466, ISBN 9780101846622); and Statutory security of supply report (HC 688, session 2012-13 ISBN 9780102980691)
