El modelo de Plan de Prevención y Actuación ante el maltrato en personas con discapacidad intelectual que aquí se propone desarrolla los tres tipos de prevención: primaria, secundaria y Terciaria. Se trata de un modelo estándar de trabajo que puede ser adaptado por cada centro como desee o utilizarlo directamente tal cual se presenta. En ningún momento ninguno de las fichas ni materiales pretende cuestionar las actuaciones de los centros, si no que son rutas de trabajo y ayuda en el funcionamiento interno para ir mejorando poco a poco a través de una constatación objetiva de la situación actual y de cuál es el modelo ideal de Centro que se persigue. Lógicamente no estén recogidas todas las posibles actuaciones que pueden programarse desde cada Centro, sólo aquellas que inicialmente pueden resultar más orientativas y sencillas para ir poniéndolas en marcha. El Centro puede añadir a estas, todas las actuaciones que considere y que servirán para enriquecer el Plan. Este Plan de prevención y actuación de acuerdo con el artículo 16 de la Convención de los Derechos de la Personas con discapacidad, cuenta con un asesoramiento externo siempre que se considere necesario, así como con valoraciones externas de consecución de objetivos y de orientación en actuaciones.
