The results were intended to help local engineers decide whether to implement guardrails in roadside locations with hazards. Meanwhile, the simulation also revealed significant contributing factors to rural roadside crashes. Survey results and simulation outcomes showed similar patterns. Based on project results, the benefit-cost ratios did not justify the implementation of new guardrails for bare culverts or bare embankments on rural roads in Kansas. However, W-beam guardrails were efficiently implemented on bridges with medium-hazard-level edges without bridge-approach guardrail. Likewise, for bridges with TL-2 bridge rails, study results did not justify implementing bridge-approach guardrail.

In 2017, the fatality ratios of rural crashes in Kansas was higher than the national average. Therefore, the Kansas Department of Transportation (KDOT) is continuously seeking to prevent and reduce rural roadside crashes. This research project was funded by KDOT to study the benefit-cost ratios of implementing guardrails to shield bridges, culverts, and embankments on low-volume rural roads in Kansas to reduce vehicle crash fatalities and decrease rural transportation expenditures. Book excerpt: The use of barrier and guardrail design, and/or use, is a very complicated subject, open to many different designs and guidelines. Barrier rail considerations are a subset of roadside safety treatments. There are many sophisticated computer models now available to evaluate roadside safety, for example, ROADSIDE. The results of recent research have provided reasonably good guidelines for roadside safety, barrier rail and end treatments on state highways and other major roads. Generally these sophisticated models and guidelines do not apply to Low-Volume Rural Roads (LVRR). Local governments have tens of thousands of miles of LVRR where rights-of way are narrow, clear zones and traversable slopes cannot be provided and budgets are inadequate for a multitude of competing problems. The Kansas Department of Transportation (KDOT) contracted with the authors to review the state-of-the-art of roadside safety, interview local road personnel, study local roadside situations and develop guidelines on low-volume roads, roadside safety and barrier rail use. The computer program ROADSIDE was adapted to LVRR conditions and simplified guidelines for its use were developed for LVRR conditions. Finally, for those road jurisdictions requiring more simple guidelines, without the use of complicated computer program, computer results basesd on a range of LVRR conditions were complied and presented in a manual for easy use by personnel with responsibility for LVRR safety. The purpose of the effort outlined in this report is to expand on the work performed in the 2014 study and to supplement the recommendations to include bridges up to 100 feet in length and roads with ADT up to 100 vehicles per day. The primary tasks to be completed will include: • Analysis of bridge rail/guardrail crashes on bridges with length between 50 feet and 100 feet and located on a local road with ADT between 50 and 100 vehicles per day. • Benefit-cost analyses based on these parameters and typical location features. Based on the results of this study, it is recommended that the recommendations of Report No. KS-14-16 be expanded to include bridge rails installed on new or rehabilitated bridges up to 100 feet long with traffic volume up to 100 vpd.

These are specialized roadside safety barriers that are intended to capture and smoothly redirect errant vehicles that leave the roadway either on the bridge itself or on the approach to the bridge. The Federal Highway Administration (FHWA) requires tested bridge rails and approach guardrails on all National Highway System (NHS) Roadways. However, states are given the discretion to develop their own policies for non-NHS roads. Currently in Kansas, all bridges constructed with federal funds are required to have one of the Kansas Department of Transportation's (KDOT) standard bridge rails (either corral rail or barrier curb) and approach guardrail (including transition and end treatment). These systems are expensive in terms of the initial cost of a bridge and they have additional safety and maintenance considerations that may outweigh the expected safety benefits on many low-volume applications. In an effort to maximize the safety benefits of the limited funding, KDOT undertook the effort outlined in this report to establish practical risk-based guidelines and policies for bridge rails and guardrails on low-volume local roads.

Guardrail is itself a hazard and should be installed only if it would reduce the severity of accidents. Accordingly, the American Association of State Highway and Transportation Officials (AASHTO) has guidelines that can be used to evaluate the need for guardrail. The Virginia Department of Transportation (VDOT) has, for the most part, adopted these guidelines for its interstate, primary, and arterial road systems. However, these guidelines are generally based on information concerning high-speed, high-volume roads; consequently, VDOT bases decisions regarding the need for guardrail on its secondary road system entirely on engineering judgment. Guidelines are needed to assist in evaluating the need for guardrail on secondary roads, which most typically have low-volume and low-speed traffic. The primary advantage of such guidelines is that guardrail will be more uniformly installed on low-volume roads. Final decisions regarding the use of guardrail would be dependent on sound engineering judgment; however, all decision-making would at least be based on the same methodology and analyses. Guidelines and uniform installations are of considerable benefit in deciding questions of liability. Formal guidelines should also increase the safety of the motoring public on low volume roads. Finally, they will provide for a more cost-effective use of guardrail. The purpose of this research was to develop such guidelines. The original scope of the study was to develop guidelines from existing practices as reported in the literature and from a survey of other states. However, it was concluded from that research that VDOT needed guidelines based on Virginia-specific data. Accordingly, the scope of the study was expanded to include the application of the computer program ROADSIDE, which was used to develop guidelines to determine whether guardrail is needed on fill embankments and for fixed objects on secondary roads in Virginia. The former guidelines were defined in terms of volumes and fill heights for a given slope, whereas the latter guidelines were defined in terms of a required clear zone for a given volume. It is recommended that VDOT consider adopting the guidelines developed in the report to evaluate the need for guardrail on its secondary roads.
