This report examines evidence from literature to evaluate whether absolute decoupling is a realistic long-term solution to rapidly approaching environmental crises. It finds limited evidence for periods of absolute decoupling, despite two decades of green growth policy. Where absolute decoupling in environmental pressures has occurred, this has not been rapid enough to respect planetary boundaries. It makes a number of recommendations to policy makers. These include the consideration of concrete targets for resource use and emissions reductions linked to planetary boundaries and global fair shares, developing consensus on alternative measures for societal progress and accepting low levels of economic growth for the Nordics.

The other Nordic countries have only had limited growth, but have a high unutilised potential. There is a need to identify opportunities and limitations for increased growth with due care for sustainability and environment. This report identifies seven focus areas with special potential for creation of a sustainable, competitive Nordic aquaculture sector. These areas are new feeds, better use and reuse of nutrients (nitrogen, phosphorus and carbon), value adding of by-products, technological and regional development, domestication of new species and reduction of energy consumption. The aquaculture sector with its strengths and weaknesses is described for each of the Nordic countries. The report is compiled on basis of contributions from a Nordic group of experts. It was presented at a seminar on Green Growth at the annual meeting of the Nordic Ministers of Fisheries in Trondheim, July 2012.

We look at four key case studies across advanced and emerging markets—the Nordics, India, Brazil, and Egypt—to try to answer this question. We highlight qualitatively in these countries the key components of inclusive growth models, outcomes from these models, and the road ahead in the respective countries. Some of the analysis focuses on co-operative labor markets in the Nordics, direct benefit transfers in India, the role of social assistance and commodity boom in Brazil, and the inequality puzzle in Egypt. The paper finds that there is a lack of homogeneity among the approaches by these countries and identifies the need for customized solutions to inclusive growth. A one-size-fits-all approach doesn’t seem to work. The more customized the inclusive growth model, the better the overall outcome.
