But macroeconomic policy errors of the late 1970s delayed the growth effects of these reforms.

It discusses results of research conducted in Chile, focused on the agroindustry and footwear sectors. It identifies specific problems that large and small firms face to upgrade production, and stresses the limits of focusing exclusively on market reforms for achieving growth. The article discusses how institutions reshape to facilitate learning and improve performance in Chile, particularly the relations between firms; the reorientation of trade associations; and the state's role as facilitator of collective learning processes.

Book excerpt: This paper presents a comparative analysis of the macroeconomic adjustment in Chile, Colombia, and Peru to commodity terms-of-trade shocks. The study is done in two steps: (i) an analysis of the impulse responses of key macroeconomic variables to terms-of-trade shocks and (ii) an event study of the adjustment to the recent decline in commodity prices. The experiences of these countries highlight the importance of flexible exchange rates to help with the adjustment to lower commodity prices, and staying vigilant in addressing depreciation pressures on inflation through tightening monetary policies. On the fiscal front, evidence shows that greater fiscal space, like in Chile and Peru, gives more room for accommodating terms-of-trade shocks.

Book excerpt: Seminar paper from the year 2017 in the subject Politics - Region: Middle and South America, grade: 1,5, University of Potsdam (Chair for Political Science, Public Administration and Organization), course: Government and Governance in Developing Countries, language: English, abstract: In this short paper, I followed a comparative case study approach to explore the reforms and reform outcomes in four different Latin-American countries during the 1980s. I chose Chile as a successful example of structural adjustment politics and Bolivia, Peru and Argentina as deviating cases to evaluate different reform success. My findings supported a case-by-case evaluation. It turned out that orthodox structural adjustment policies were implemented differently in every country due to country-specific political, historical and institutional features as well as an altering relationship to international financing institutions. Generally, orthodox reforms seemed to back economic stabilization but not necessarily structural economic adjustment. A review of the current state of literature showed differing explanations for varying reform success. While some researchers attribute failure to heterodox deviation, others see a too orthodox course or suggest an explanation by inappropriate time and place for the reforms. Further research will be needed to clarify causalities. It is suggested to put a stronger focus on underlying context-dependent reform drivers and stumbling blocks.

Available in PDF, EPUB and Kindle. Book excerpt: This volume presents 11 papers written by renowned, national and international scholars that add substantially to the body of empirical research and policy lessons on how to raise economic growth and prosperity in Chile. This book presents a large body of new empirical evidence on the effects of the low quality of education on growth, productivity, the adoption and innovation of new technologies and it also suggests policies to enhance quality and equity at all levels of the educational system. New findings about the effects of the successive energy price hikes on growth and productivity are the foundation to discuss policies reducing the price of energy to boost growth. Other research discusses the dynamics of productivity in Chile, the performance of economic sectors in accounting for such dynamics, the effects of labor market policies in slowing the reallocation process towards high-productivity activities, reforms to financial markets and failures of the policymaking process and institutions and reforms to improve them. All papers recommend policies that would eventually lead the country to a virtuous cycle featuring high growth and better income distribution. This volume also includes a discussion of the MIT economist Daron Acemoglu about why Latin America is poor today, in light of the findings of his best selling book Why Nations Fail (co-written with James Robinson) in order to address Chile’s long-term challenges to achieve economic development. In the final chapter of the book Acemoglu, along with the MIT economist Ricardo Caballero, Vittorio Corbo, Patricio Meller and Jorge Marshall discuss the challenges that Chile is facing to boost growth and to reduce inequality.

The authorities are implementing very strong policies to preserve macroeconomic stability. The government has reform ambitions to raise tax revenues, reduce inequality, reform pensions and health care, and foster a green economy but is encountering strong resistance in a fragmented Congress.

Available in PDF, EPUB and Kindle. Book excerpt: Should countries in Latin America and Eastern Europe follow the Chilean approach to economic restructuring, market liberalization, and stabilization? Following years of hyperinflation and domestic turmoil, Chile undertook a series of dramatic economic reforms. Chile has also served as a social laboratory for such policies as privatization and social security reform that are of interest to both developed and developing economies. Having implemented much of the original reform program and emerging in the 1990s with a new democratic government, Chile also raises interesting questions about what comes next in its policies to promote growth. The advent in the 1990s of Chile as a model for economic reform is something of a surprise. Many of the reforms were actually introduced in the 1970s, and for a number of years many seemed to have failed to achieve their primary objectives. The more recent, positive view of the Chilean experience results from developments after 1983. Since then, the Chilean economy has grown robustly. What remains controversial is the question why the benefits of the reforms took so long to emerge. In this book, international scholars review the reforms in Chile and assess their effectiveness. They evaluate stabilization policy, economic growth, privatization, reform of the social security system, and the politics of economic reform. Now that many of the original reforms have been largely completed, and Chile has maintained a coherent macroeconomic policy with slowly declining inflation, the authors prescribe what Chile must do to sustain growth in the future. In addition to the editors, contributors include Eduardo Bitran, University of Chile; Vittorio Corbo, Catholic University of Chile; Peter Diamond, MIT; Sebastian Edwards, University of California, Los Angeles, and the World Bank; Stanley Fischer, MIT; Felipe Larrain B., Catholic University of Chile; Mario Marcel, IDB; Manuel Marfán, CIEPLAN; Raúl E. Available in PDF, EPUB and Kindle. Book excerpt: The cornerstone of Chile’s impressive fiscal performance and strong fiscal system has been its structural balance rule. It has helped to insulate public spending from copper price cycles and improve the government’s net financial position. Chile should adopt a full-fledged medium-term fiscal framework to improve fiscal planning and provide a framework for addressing temporary deviations from the fiscal rule. Publishing additional fiscal indicators in the budget, such as the non-copper structural balance, could provide more comprehensive information on the impact of fiscal policy on the domestic demand.
