Book excerpt: The 1977 book "A Pattern Language" was a landmark in the design world, introducing a methodology that has since become remarkably widespread and effective across many fields. Among them is software, where "design patterns" have since become an industry standard. Important spinoffs include peer-to-peer collaboration technologies like wiki - the basis of Wikipedia and related innovations - as well as Agile Methodology. Yet curiously, the one field where pattern methodology has lagged most conspicuously is the one where it began, the built environment. In part, the popular appeal of the 1977 book served to "freeze" the initial set of patterns, greatly slowing further peer-to-peer development in environmental design - contrary to the original authors' stated aims. As one remedy, we present here - in one of many more hoped-for future companion volumes to the original classic book - a new collection of 80 patterns for a new era of urban challenges, including rapid urbanization, slum upgrading, sustainable urbanism, [CUT: "new"] urban technologies, and new tools and strategies to meet these and other challenges. This new collection comes as a contribution to a five-year collaboration with UN-Habitat on implementation of the "New Urban Agenda," a framework document adopted by consensus by all 193 countries of the United Nations. However, there remains an urgent need to implement its humane aspirations, using tools and strategies grounded in research evidence, but also subject to revision, addition and refinement with new findings from new collaborators. This volume aims to meet that need - together with the launch of an online companion pattern "repository", available at npl.wiki. Both initiatives were developed in collaboration with Ward Cunningham, wiki inventor, and pioneer of pattern languages of programming as well as Agile Methodology. Both are meant to expand the capacity of pattern languages in support of a hopeful new era of open-source, human-centered, life-enriching technology.

Book excerpt: Despite the large sums available for promoting economic growth locally, little money has actually reached businesses. Of the £3.9 billion that has been allocated in total to these initiatives, only nearly £400 million had made it to local projects by the end of 2012-13. Under the Regional Growth Fund, the largest of the schemes, the Departments will need to spend £1.4 billion this year, compared to the £1.2 billion spent over the previous three years. Some £1 billion of the remaining £3.5 billion allocated to initiatives is currently parked with intermediary bodies such as local authorities, Local Enterprise Partnerships and banks - and the rest with the Departments. The Departments should introduce binding milestones for distributing funds and move quickly to claw back money not being spent - or spent disproportionately on administration - and redistribute it to better performers. Progress in creating jobs is falling well short of the Departments' initial expectations. The Departments' estimate of the cost per job created has also risen from £30,400 in Round One to £52,300 in Round Four - a 72% increase. The Departments also agreed that there is a risk of double-counting, with the same jobs scored more than once to different initiatives. The local growth initiatives have not been managed as a coordinated programme with a common strategy, objectives or plan. The recent creation by the Departments of a single growth directorate and a programme board is welcomed. Concern remains however that the Departments are not yet using the new oversight arrangements effectively.

Book excerpt: An examination of how the (hyper)local is the locus of real change Many of America’s downtowns, waterfronts, and innovation districts have experienced significant revitalization and reinvestment in recent years, but concentrated poverty and racial segregation remain persistent across thousands of urban, suburban, and rural neighborhoods. The coronavirus pandemic magnified this sustained and growing landscape of inequality. Uneven patterns of economic growth and investment require a shift in how communities are governed and managed. This shift must take into account the changing socioeconomic realities of regions and the pressing need to bring inclusive economic growth and prosperity to more people and places. In this context, place-based (“hyperlocal”) governance structures in the United States and around the globe have been both part of the problem and part of the solution. These organizations range from community land trusts to business improvement districts to neighborhood councils. However, very little systematic research has documented the full diversity and evolution of these organizations as part of one interrelated field. Hyperlocal helps fill that gap by describing the challenges and opportunities of “place governance.” The chapters in Hyperlocal explore both the tensions and benefits associated with governing places in an increasingly fragmented—and inequitable—economic landscape. Together they explore the potential of place governance to give stakeholders a structure through which to share ideas, voice concerns, advocate for investments, and co-design strategies with others both inside and outside their place.
