Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Often lost in the gloom and doom about American politics is a striking and sometimes underanalyzed phenomenon: the resurgence of progressive politics and movements at a local level. Across the country, urban coalitions, including labor, faith groups, and community-based organizations, have come together to support living wage laws and fight for transit policies that can move the needle on issues of working poverty. Just as striking as the rise of this progressive resurgence has been its reception among unlikely allies. In places as diverse as Chicago, Atlanta, and San Jose, the usual business resistance to pro-equity policies has changed, particularly when it comes to issues like affordable housing and more efficient transportation systems. To see this change and its possibilities requires that we recognize a new thread running through many local efforts: a perspective and politics that emphasizes "regional equity." Manuel Pastor Jr., Chris Benner, and Martha Matsuoka offer their analysis with an eye toward evaluating what has and has not worked in various campaigns to achieve regional equity. She takes an in-depth look at what equitable, positive change through community-driven design looks like in four communities—East Biloxi, Mississippi; the Lower East Side of Manhattan; the Denby neighborhood in Detroit, Michigan; and the Cully neighborhood in Portland, Oregon. These vulnerable communities have prevailed in spite of serious urban stressors such as climate change, gentrification, and disinvestment. Wilson looks at how the lessons in the case studies and other examples might more broadly inform future practice. This book examines the divisive practices of existing parental involvement models that prevent parental engagement in ESL and DL contexts; the importance of addressing parental engagement amidst current political discourse surrounding immigration that further alienates EL parents; and the need for more proactive, action-based models that identify contributions of parents and community partners. The workshop used a socio-ecological developmental model to explore health equity of children and families, including those with complex needs and chronic conditions. Particular attention was paid to challenges experienced by children and families in both rural and urban contexts, to include but not limited to poverty, individual and institutional racism, low-resourced communities, and hindered access to educational and health care services. Workshop participants also engaged in solution-oriented discussions of initiatives, policies, and programs that aim to improve social determinants of health, opportunities for behavioral health promotion, and access to quality services that address the behavioral health of all children and families. This publication summarizes the presentations and discussion of the event.

Achieving social equity has long been an important policy goal. There are relatively few studies on equity. This book aims to help fill this gap with an in-depth analysis of the issues associated with equity, covering its concept, measurement, and policy practices and implications.

Increasingly, privateâ€"public partnerships are emerging as ways of doing business. Additionally, a variety of new developments in health, health care, and community benefits obligations that are part of the Affordable Care Act have contributed to this interest in economic growth and health and in the creation of new partnerships. To examine past successes and future opportunities, the National Academies of Sciences, Engineering, and Medicine held a workshop in November 2015. The workshop focused on the potential of the private sector to produce a triple bottom line: economic opportunity (including workforce development) and growth, healthy work and community environments, and improved employee health. At the same time, participants looked beyond the private sector to publicâ€"private partnerships and to public-sector actions that combine opportunities for economic growth and good health for all.
