Amarnath Amarasingam analyzes the reactions of diasporic Tamils in Canada at a time when the separatist Tamil movement was being crushed by the Sri Lankan armed forces and revises currently accepted analytical frameworks relating to diasporic communities. Throughout, Amarasingam argues that transnational diasporic mobilization is at times determined and driven as much by internal organizational and communal developments as by events in their countries of origin, a phenomenon that has received relatively little attention in the scholarly literature. His work provides an in-depth examination of the ways in which a separatist sociopolitical movement beginning in Sri Lanka is carried forward, altered, and adapted by the diaspora and the struggles that are involved in this process.

Specifically, it examines the development of the Family Coalition Party of British Columbia (FCP) from its origins as a group of alienated Social Credit Party members to its rebirth as the Unity Party of British Columbia, and through its struggles as a marginal political entity along the way. While addressing the FCP's relationship to the larger North American pro-family movement, Chris MacKenzie also deftly demonstrates how the party can be seen as organizationally congruent with its ideological antithesis, the Green Party. Basing his findings on seven years of field research, he identifies the obstacles that political parties involved in social movement work must overcome in order for them to achieve their goals. He concludes that, despite their invaluablecontribution to democracy, such party / movements have limited political institutionalization. Consequently, their only realistic goal may be to merge their ideals with those of another, larger political body. This book makes a substantial contribution to our understanding of the genesis, development, and impact of political party / movements in Canada. Book excerpt: Advocacy Groups uses the Audit standards of responsiveness, inclusiveness, and participation to examine advocacy groups in Canada and assess the ways that they contribute to, or detract from, Canadian democracy. It argues that group activity represents an important form of political participation. Though some interests face greater organizational challenges than others, advocacy groups can play critical compensatory roles for interests that are often unrepresented in traditional political institutions. It also finds that while Canadian advocacy groups employ a wide range of strategies to draw attention to their concerns, those with greater financial resources generally have greater access to government decision-makers. This has been accentuated by recent trends in the reduction of government funding to advocacy groups.
