Is the region now in danger of becoming the Great American Desert? In this volume eleven of the most knowledgeable scholars and water professionals in the Great Plains insightfully examine the dilemmas of groundwater use. They address both the technical problems and the politics of water management, providing a badly needed analysis of the implications of large-scale irrigation.

Available in PDF, EPUB and Kindle. Book excerpt: One of the greatest conundrums facing the arid western United States is the availability, use, and quality of groundwater. In large sections of the West, groundwater is the only dependable source of water for agricultural production and home consumption. Yet many of the aquifers are being depleted at a rate that will suck them dry within a century. Furthermore, dependence upon groundwater in many areas will only increase in the future. This dependence is already having serious consequences for small towns on the Great Plains. Faced with growing costs associated with deeper wells and the need for ever more advanced technology for extracting water, these towns find they lack the resources to maintain current agricultural practices. ø In this timely assessment of the West?s groundwater resources, the authors provide a detailed overview of groundwater management in the Western states. The authors present for each state the various management strategies, laws, and political realities that have made groundwater appropriation such a volatile subject. They also suggest possible difficulties that states and regions might face under current groundwater policies. By examining separate cases and viewing the West as a whole, the authors are able to identify not only the most pressing problems but also the most appropriate management techniques for protecting water supplies for future use.

Book Synopsis Kansas Groundwater Management Districts by : John C. Peck

Book excerpt: Kansas enacted enabling legislation in 1972 to permit creation of groundwater management districts (GMDs), which would have some degree of autonomy for local management and control, but would be subject to basic statewide water law doctrine. Five GMDs were created in western and south-central Kansas, the areas where the High Plains and Equus Beds Aquifers are located. The article first explores potential constitutional infirmities with the legislation and concludes that one potential problem area exists - when an intensive groundwater use control area (IGUCA) is designated in a serious problem area, the legislation permits reducing the annual quantity of water right appropriation right, which might be seen as an unconstitutional “taking” of property in that water rights are expressly defined under Kansas water law as “real property interests.” Other matters covered by the article are questions of participation of GMD in lawsuits, the relationship of GMDs to the state Chief Engineer, and an analysis of several rules and regulations including those on depletion and safe-yield.

Download or read book Ogallala written by John Opie and published by U of Nebraska Press. This book was released on 2000-01-01 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this new, enlarged edition, John Opie updates his groundbreaking work on the environmental history of the Ogallala aquifer and plains farming. He addresses the impact of the 1996 Farm Bill (Federal Agricultural Improvement and Reform Act) and looks at the recent movement of industrial hog farming onto the plains. Opie also develops his argument for the plains as a ?moral geography,? a view involving the recognition by society that it has an obligation to balance the responsibility for conserving natural resources with that for keeping a regional people?the family farmers?in operation.
