Almost two decades prior, Article 2.2 of the Kyoto Protocol excluded emissions from international aviation and maritime transport from its targets, delegating the negotiation of sector-specific regulations to the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO), respectively. However, progress at these venues has also been limited. Regime Interaction and Climate Change maps out the legal frameworks in the Climate, ICAO and IMO regimes, and explores the law-making process for the regulation of international aviation and maritime transport through the lenses of fragmentation of international law and regime interaction. The book sheds light on how interaction between these three regimes occurs, what the consequences of such interaction are and how they can be managed to resolve conflicts and promote synergies. The scheme started off with a limited scope, but has gradually expanded, in terms of geographical, sectoral and gas coverage. This report analyses the possibilities for further sectoral expansion in the Nordic countries. The analysis is done in terms of barriers and solutions for inclusion of four major sectors currently outside the scope of the scheme: transport, heating, agriculture and fisheries, and waste. Focus is on the road transport sector, which is a major source of greenhouse gas emissions in the Nordic countries. The main barriers identified for inclusion of road transport are related to the overlap with existing policy instruments, high administrative costs of downstream inclusion, and potential loss of fiscal revenue. Experiences from other trading schemes show that the barriers can be overcome.

This report examines evidence from literature to evaluate whether absolute decoupling is a realistic long-term solution to rapidly approaching environmental crises. It finds limited evidence for periods of absolute decoupling, despite two decades of green growth policy. Where absolute decoupling in environmental pressures has occurred, this has not been rapid enough to respect planetary boundaries. It makes a number of recommendations to policy makers. These include the consideration of concrete targets for resource use and emissions reductions linked to planetary boundaries and global fair shares, developing consensus on alternative measures for societal progress and accepting low levels of economic growth for the Nordics.
