For the Union cause there was a great majority in the Electoral College; it marked a general uprising, for that cause, and was tempered only by Lincoln's failure to secure a popular majority. He was nearly a million short of a majority over all. To the Southern States Lincoln's election came with the force of an appalling calamity. No longer did their leaders see any peaceable legislative way out of the country's wearisome intestinal strife. This large vote for Jackson in 1824 and his splendid triumph in 1828 testified in the strongest way to the great change that had come over the country since the War of 1812. The building of roads and canals, and the use of steam for navigation on great rivers and lakes, had opened up the western country until it acquired great national importance. It was this western country that gave to Jackson his preponderance over Adams in 1824, and made easy his election in 1828. Moreover, it was this section which in 1832 greatly helped to secure for Jackson his 154 electoral votes and a popular majority of 157,000. A new era had, in fact, dawned upon the whole country. Tariff laws of their own were made and thus they waged commercial war on one an other. At one time four States - Massachusetts, Pennsylvania, North Carolina and Georgia, in direct violation of the Articles of Confederation, began to raise troops for their own defenses. Rhode Island, in 1786, recalled her delegates to Congress and refused to appoint others. Shay's rebellion of 1786, in western Massachusetts, was a rebellion against paying debts, and a conspicuous symptom of the discontent of the times. Europe, hearing of these disorders, believed the Union would not long keep itself together. George III thought the States would soon beg England to take them back.
