Book excerpt: Excerpt from Report on the American System of Graded Free Schools: To the Board of Trustees and Visitors of Common Schools It is hardly possible to overrate the evils consequent upon a frequent change of teachers, for scarcely any two persons have the same methods, and the one who follows has no opportunity to become acquainted, by actual observation, with the condition of the school, or the methods of his predecessor. The one has departed, before the other arrives. He enters the school a stranger to the children and the parents, unacquainted with the relative propensity and aptitude, the disposition and habits of the different scholars, ignorant of the course pursued by former teachers, and with the prospect, probably, of retir ing himself at the end of three or four months. The progress of the school must, therefore, be delayed, while he is learning his position; the work which was begun by his predecessor will be arrested, in many cases, perhaps, be performed over again, and thus the children will often spend the whole period of his term, in retracing their steps in a new book, or according to a new plan. Under such a state of things, there will be movement, but little real progress. Scarcely less will be the injurious consequences resulting from frequent interruption in the session of the school, and from long vacations, which render it necessary to dwell much longer on the different subjects of study. It deals principally with the subject of consolidated and union graded schools and should be studied carefully by all teachers, school board members, and patrons who are interested in making the rural schools of this state more efficient. It is not our purpose to urge the consolidation of schools against the wishes of the people in any community. On the other hand, we advise that unless a community can act in peace and harmony it would be better to let the schools remain as they are. We believe that a close study of this bulletin, in which we have set forth the advantages of consolidation the plan of organization and the results obtained in many of the consolidated schools, will create a desire to provide better advantages for the boys and girls now attending rural schools. We have endeavored to give you the best information obtainable from other states, in addition to the experience which we have had in our own state, on this subject. We fully realize that some course must be taken by which we can give to the boys and girls in the rural districts high school advantages. To send them to town for an education means not only to educate them away from the farm (home?) but, in many instances, to educate them under conditions very much to their disliking. We do not contend that it is not best to send the children to high school in the town or city when there is no other high school for them to attend. The reverse is true. But we do contend that a rural high school conducted entirely for the benefit of rural pupils is far more efficient and desirable for farm boys and girls than a town high school. During my first administration, the Legislature appropriated $100,000 to encourage consolidated schools. This was exhausted, and the last Legislature appropriated $175,000 for the benefit of consolidated and union graded schools. This money is available when the conditions prescribed by law are met. Book excerpt: Excerpt from The Continuation School in the United States First, it indicates that the schools in the upper grades fail to meet the enlarged needs and interests of the great majority of the young people to whom it may be reasonably expected that they should minister. Secondly, it indicates that the greatest proportionate withdrawal, being in the upper grades, is among the brighter children. To be specific: \vhen the last grammar grade is reached, only 40 per cent of the pupils entering school are left. AS stated, this 40 per cent represents the brighter element. An elimination of a third of these represents a greater loss to society than does the same numerical loss lower down in the grades. It is likewise true that the most of those eliminated in the higher grades are not so gifted as the verv few who stay still longer. Since the interests of the young are constantly widening as they ascend the grades, it is increasingly difficult for the school to meet their needs. The stronger the pupil the stronger will outside interests appeal to him and attract him away from the pursuit of studies in which he has comparatively little interest. Hence, during this time, among those who will be the first to leave school on any pretext will be many who would, with proper training, become in uential leaders in society. But for want of it they are too often subjected to the deadening in uence of the treadmill of the factory and the shop and lose all the ambition they once had for improvement.
