Available in PDF, EPUB and Kindle. Book excerpt: The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: The allure of an environmentally benign, abundant, and cost-effective energy source has led an increasing number of industrialized countries to back public financing of renewable energies. Germany's experience with renewable energy promotion is often cited as a model to be replicated elsewhere, being based on a combination of far-reaching energy and environmental laws that stretch back nearly two decades. This paper critically reviews the current centerpiece of this effort, the Renewable Energy Sources Act (EEG), focusing on its costs and the associated implications for job creation and climate protection. We argue that German renewable energy policy, and in particular the adopted feed-in tariff scheme, has failed to harness the market incentives needed to ensure a viable and cost-effective introduction of renewable energies into the country's energy portfolio. To the contrary, the government's support mechanisms have in many respects subverted these incentives, resulting in massive expenditures that show little long-term promise for stimulating the economy, protecting the environment, or increasing energy security.

Book excerpt: A component in the America's Energy Future study, Electricity from Renewable Resources examines the technical potential for electric power generation with alternative sources such as wind, solar-photovoltaic, geothermal, solar-thermal, hydroelectric, and other renewable sources. The book focuses on those renewable sources that show the most promise for initial commercial deployment within 10 years and will lead to a substantial impact on the U.S. energy system. A quantitative characterization of technologies, this book lays out expectations of costs, performance, and impacts, as well as barriers and research and development needs. In addition to a principal focus on renewable energy technologies for power generation, the book addresses the challenges of incorporating such technologies into the power grid, as well as potential improvements in the national electricity grid that could enable better and more extensive utilization of wind, solar-thermal, solar photovoltaics, and other renewable technologies.

Book excerpt: Energy policies that promote new technologies and energy sources are policies for the future. They influence the shape of emergent technological systems, and also condition our social, political and economic lives. Solar Energy, Technology Policy, and Institutional Values demonstrates the difficulties of deliberating such properties by providing a historical case study that analyses US renewable energy policy from the end of World War II through the energy crisis of the 1970s. The book illuminates the ways beliefs and values come to dominate official problem frames and get entrenched in institutions. In doing so it also explains why advocates of renewable energy have often faced ideological opposition, and why policy makers fail to take them seriously.

Book excerpt: Renewable Power Pathways is the result of a study by the National Research Council (NRC) Committee for the Programmatic Review of the Office of Power Technologies (OPT) review of the U.S. Department of Energy's (DOE) Office of Power Technologies and its research and development (R&D) programs. The OPT, which is part of the Office of Energy Efficiency and Renewable Energy, conducts R&D programs for the production of electricity from renewable energy sources. Some of these programs are focused on photovoltaic, wind, solar, thermal, geothermal, biopower, and hydroelectric energy technologies; others are focused on energy storage, electric transmission (including superconductivity), and hydrogen technologies. A recent modest initiative is focused on distributed power-generation technologies. This report reviews the activities of each of OPT's programs and makes recommendations for OPT as a whole and major recommendations for individual OPT programs.
