Book excerpt: This plan document proposes both short-term action & a long-term perspective to address national climate change objectives without placing an unreasonable burden on any region of Canada. The first section reviews the scientific evidence about climate change and Canada's international commitments to addressing this issue. The second section sets out Canada's approach to climate change, including the key principles that guide the national climate change plan and the steps under way or needed to achieve targeted reductions in greenhouse gas emissions. Section three outlines proposed steps in emission reduction in the following areas: transportation, buildings, industry, renewable energy & clean fuels, small & medium size enterprises and fugitive emissions, agriculture, forestry & landfills, and international emissions. Section four discusses how individual Canadians, communities, and governments can contribute to emissions reductions. Section five outlines how to improve understanding of climate change & prepare to adapt. The final section discusses plan reporting & accountability. The annex summarizes climate change modelling & analysis activity, describes the analytic framework developed to evaluate climate change policy options, and reviews & interprets the results of the most recent round of modelling.

Book excerpt: The past 15 years of policies for reducing domestic greenhouse gas (GHG) emissions, in addition to 25 years of programs by electric utilities to reduce or shift electricity demand, provide a large body of evidence for assessing the effectiveness of subsidies and information policies in influencing energy use and associated GHG emissions. This study uses this information to calculate the likely effect on Canadian GHG emissions of a long-term continuation of the policy approach represented by Project Green. The first part of the study recounts the Canadian policy approach to GHG emission reduction of the past 15 years and assesses the past and likely future effectiveness of this approach. The second part presents a 35-year (2005-2040) simulation of what would happen to Canadian GHG emissions if the government were to continue the approach epitomizes by Project Green. The third part discusses the lessons for policy design and then suggests alternative policy approaches for GHG emission control.

Book excerpt: This discussion paper is a step toward meeting Canada's climate change commitments with regard to developing a plan in consultation with provinces, territories, stakeholders, and Canadians. It first reviews Canadian actions to address climate change issues, summarizes what is known about climate change & its expected impacts on Canada, and assesses the framework provided by the Kyoto Protocol for how those issues might be addressed. Conclusions are presented regarding the size of the climate change challenge, the potential economic impacts & co-benefits of action, the basic policy instruments available to governments, and risks surrounding any policy approach. Finally, policy options considered & evaluated by Canada are set out for discussion. Appendices include a summary of results of modelling the economic impacts of climate change policy; descriptions of targeted measures for all options; and a possible formula for allocating permits under domestic emissions trading.
