Book excerpt: This is Volume II of Professor Parker's authoritative Official History of Privatisation, covering the period from the re-election of Margaret Thatcher in 1987 to the election of Tony Blair in 1997. Volume II considers in detail several of the major privatisations, including those of airports, steel, water, electricity, coal and the railways, as well as a number of smaller ones. Each privatisation involved major challenges in terms of industrial restructuring, organising successful sales and, in a number of cases, establishing effective regulatory regimes. The policy evolved and new methods of selling and regulating were put in place that enabled further disposals to occur. Monolithic nationalised industries with their emphasis on the benefits of economies of scale, vertical integration and rationalisation, were replaced by industrial structures rooted in the importance of commercial management, risk taking and competition. In government departments and parts of the National Health Service, direct employees were replaced by private contractors, and private investment became a characteristic of public infrastructure in the form of PFI/PPP schemes. This study draws heavily on the official records of the British government, to which the author was given full access and on interviews with the leading figures involved in each of the privatisations, including ex-ministers, civil servants, business and City figures, as well as academics that have studied the subject. It pays particular attention to the 1990s, which marked one of the most dramatic turns in the history of telecommunications interception. During that time, fiber optic and satellite networks rapidly replaced the copper-based analogue telephone system that had remained virtually unchanged since the 1870s. That remarkable technological advance facilitated the rise of the networked home computer, cellular telephony, and the Internet, and users hailed the dawn of the digital information age. However, security agencies such as the FBI and MI5 were concerned. Since the emergence of telegraphy in the 1830s, security services could intercept private messages using wiretaps, and this was facilitated by some of the world's largest telecommunications monopolies such as AT&T in the US and British Telecom in the UK. The new, digital networks were incompatible with traditional wiretap technology. To make things more complicated for the security services, these monopolies had been privatized and broken up into smaller companies during the 1980s, and in the new deregulated landscape the agencies had to seek assistance from thousands of startup companies that were often unwilling to help. So for the first time in history, technological and institutional changes posed a threat to the security services’ wiretapping activities, and government officials in Washington and London acted quickly to protect their ability to spy, they sought to force the industry to change the very architecture of the digital telecommunications network. This book describes in detail the tense negotiations between governments, the telecommunications industry, and civil liberties groups during an unprecedented moment in history when the above security agencies were unable to wiretap. Book excerpt: The focus of this inquiry, by the Science and Technology Committee, was the support by the UK Government for the Beagle 2 project developed as part of the European Space Agency's (ESA) Mars Express mission. The Committee found the Government showed enthusiasm for this project, but was unable to provide a guaranteed financial backing for the development of a lander, resulting in a failure to secure sufficient sponsorship income, which was subsequently seen to have a detrimental impact on the project's success. The Committee feels, that Government needs to put in place a system that can deal with major financial commitments at short notice. In hindsight, the development of the lander and orbiter separately is seen as wrong, impeding the flexible co-ordination of the mission, leading to tensions between the Beagle 2 consortium, ESA and other contractors. Further, there was a lack of co-ordinated oversight between these three groups, and therefore a failure to identify important weaknesses in the mission. Despite the failure of Beagle, the Committee does see some positive potential for future projects, both in scientific and educational benefits, but that the costs of such projects would benefit from greater participation by other organizations.

It now seems that some EU member states consider Turkish accession inherently undesirable. The Committee strongly supports the United Kingdom Government's position that Turkey's accession to the EU offers potential benefits for both sides. This not to underplay the difficulties and obstacles. The Irish "No" vote in the referendum on the Lisbon Treaty has led some European leaders to say there can be no enlargement without institutional reform. Turkey itself has faced severe political and constitutional difficulties this year. The country has a relatively large economy, but GDP per capita still remains low and inflation high by developed country standards. Political and social reforms will be necessary. Migration from Turkey will need to be carefully managed. The conflict over Cyprus also has to be resolved. The Committee's fear is that the negative signals recently sent out by some EU member states will reduce the political will to negotiate. Suspending or frustrating the accession negotiations will signal to a moderate, democratic, secular state that it can never be part of Europe. Whatever the reasons given for any suspension, the belief in Turkey would be likely to be that the country could not join purely because the majority of its population is Muslim. That is not a signal the Committee believes should be given. Turkey is a large economy, in a key strategic position, with high growth rates, a young population (compared with current EU member states) and sizeable investment flows. Turkey needs to be reassured that, if it demonstrates its commitment to negotiation and reform, that commitment will be fully matched by the EU and that the door to membership remains wide open.
