To encourage industry to pursue innovation in some prescribed directions, government can provide funds to share r&d cost. But too high commitment to some projects may be very costly and risky. This is usually done at the expense of other alternatives which may also have good potential, thus reducing the number of solution routes pursued and even chance of success.1 Too much subsidy from government may also entice firms to propose ideas and execute missions carelessly.
