Book excerpt: Excerpt from Recent Administration in Virginia In 1846, following an enthusiastic educational convention which had been held in Richmond the preceding year, the General Assembly passed an act providing for a free school system.1 But this act, like that of 1796, contained what was in fact a nullifying clause: it required the assent of two thirds of the electors of any county before it could go into effect there. The insincerity of a bill which required a two thirds majority was so apparent that during the same ses sion certain counties were granted permission to introduce public free schools, if the majority of the electors should vote affirmatively. Though the plan was adopted by nine of the counties, it seems to have survived until the Civil War in Norfolk County only.2 Conducted without central supervision, by local Officers who received only nominal pay, success could hardly have been expected. To' the pupil of less than high school age the powers and the functions of the State auditor or the organization of, and procedure in, the civil courts of the State are very dry subjects indeed, and very naturally so. But if he lives in a city, he probably takes a lively interest in the fire department, in the police, in the many things the city undertakes to do for the health of the community - things, such as a sewerage system, which he knows about but has perhaps never thought to ascribe to the government. Or if he lives in the country, he is doubtless vitally interested in what his county is doing tor-improve roads or to con solidate schools. It has been the conscious purpose Of the author in the first six chapters Of this book to make the child above all else, see the government as a real, active thing about him, a thing Of which he is a part. It is only after the pupil's interest has been thoroughly aroused to note the many operations Of the government that the effort is made-to Show him how the government Of his State is supported, organized, and Operated. This is done in as simple language as possible. Book excerpt: Excerpt from The Royal Government in Virginia, 1700-1775: A Dissertation Submitted to the Board of University of Studies of the Johns Hopkins University in Conformity With the Requirements for the Degree of Doctor of Philosophy It is thus readily seen that a careful study of the administration of the government after 1690 would furnish an account of a very im portant.and in fact, not well known period in the history of the colony. From 1651 to 1695 Parliament had passed certain navigation acts, but they were not rigorously enforced. After 1695, however, when England sought to give systematic form to her colonial adminis tration, and to apply strictly a commercial policy, the new navigation act was made effective in its application. It was soon after this date that the permanent Board of Trade was established, and also that more attention was given to the formation of a regular system of royal officials in the colony. After this date, and even beginning with Culpeper (1682) and Howard the instructions to the governors included many matters of detail, showing the care ful attention given by the home government to affairs in the colony. The wars With France and Spain, zhad no small part in influencing the attitude of England towards her colonies. This was the begin ning of England's naval supremacy, and it was at this time that the mother country desired more than ever before, to utilize the colonies as a source of naval supplies. It was during the first twenty-five years of this middle period (1690-1715) that there were numerous complaints against the colonies for the violation of the acts of trade. English merchants complained of irregularities, and the colonists maintained that the demands of the merchants were unjust.
