Book excerpt: Au service de la conservation des habitats et des espèces classées au niveau européen, Natura 2000 en mer est un type d'Aire Marine Protégée qui n'exclut pas les activités humaines de ses périmètres. Les représentants des activités productives de la mer sont, à ce titre, associés à la gouvernance des sites, soit en tant qu'usagers et soit parfois en tant que gestionnaires des sites. Les objectifs entre exploitation et conservation sont alors à concilier, en trouvant les modalités d'action le permettant. Cette étude s'intéresse au rôle de la gouvernance sur cette conciliation, et propose une analyse de la place de trois usages productifs de la mer (pêche, activités portuaires et production d'énergie) en s'appuyant sur des enquêtes auprès des acteurs de quatre sites analysés comme études de cas. Il semble alors qu'en cherchant à concilier conservation avec usages de production, la gouvernance de Natura 2000 en mer subit parfois, le travers de devoir également concilier les usages entre eux. L'analyse transversale des études de cas permet alors de proposer différentes pistes d'amélioration de la gouvernance de Natura 2000 autour des questions de légitimité, d'adaptation des outils de gestion aux spécificités marines et de coordination des échelles de gouvernance du dispositif. Permettant ainsi de favoriser l'atteinte des objectifs de conservation de cette politique publique.

However, since the beginning of the industrial era, these ecosystems have been subjected to strong anthropogenic pressures intensified from the second half of the 20th century, when there was a marked acceleration in the warming (climate change) of the continents, particularly at high latitudes. Coastal ecosystems are highly vulnerable to alteration of their physical, chemical and biological characteristics (marine intrusion, acidification of marine environments, changes in ecosystems, evolution and artificialization of the coastline, etc.).In contact with heavily populated areas, these environments are often the receptacle of a lot of chemical and biological pollution sources that significantly diminish their resilience. In this context of accelerated evolution and degradation of these areas important for food security of many populations around the world, it is necessary to better identify the factors of pressure and understand, at different scales of observation, their effects and impacts on the biodiversity and on the socio-eco-systems, in order to determine the degree of vulnerability of these coastal ecosystems and the risks they face. A transdisciplinary and integrated approach is required to prevent risks. Within this framework, operational coastal oceanography occupies an important place but also the implementation of a true socio-eco-system approach in order to set up an environmentally friendly development.
