Book Synopsis Cultural Policy by : Diane St-Pierre
Download or read book Cultural Policy written by Diane St-Pierre and published by University of Ottawa Press. This book was released on 2021-03-30 with total page 583 pages. Available in PDF, EPUB and Kindle. Book excerpt: How do Canadian provincial and territorial governments intervene in the cultural and artistic lives of their citizens? What changes and influences shaped the origin of these policies and their implementation? On what foundations were policies based, and on what foundations are they based today? How have governments defined the concepts of culture and of cultural policy over time? What are the objectives and outcomes of their policies, and what instruments do they use to pursue them? Answers to these questions are multiple and complex, partly as a result of the unique historical context of each province and territory, and partly because of the various objectives of successive governments, and the values and identities of their citizens. Cultural Policy: Origins, Evolution, and Implementation in Canada’s Provinces and Territories offers a comprehensive history of subnational cultural policies, including the institutionalization and instrumentalization of culture by provincial and territorial governments; government cultural objectives and outcomes; the role of departments, Crown corporations, other government organizations, and major public institutions in the cultural domain; and the development, dissemination, and impact of subnational cultural policy interventions. Published in English.

Available in PDF, EPUB and Kindle. Book excerpt: The Challenge of Arctic Shipping presents a collection of candid essays on the future of Arctic waters. A number of distinguished contributors address critical issues in Arctic development examining the implications for both policy-making in the North and the impact of that policy on native people. The intricacies of decision-making in an atmosphere of uncertainty are explored in detail, as is the impact of access to information, influence, and power. The Challenge of Arctic Shipping also examines activities and events associated with commercial proposals to develop and transport hydrocarbons through environmentally sensitive waters. The editors observe that the resulting political maneuvering is evidence that new approaches to this and other problems of the North are needed.
Download or read book Made in Nunavut written by Jack Hicks and published by UBC Press. This book was released on 2015-12-01 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: On April 1, 1999, after decades of dreams and negotiations and years of planning, the Inuit-dominated territory of Nunavut came into being in Canada’s Eastern and Central Arctic. This was a momentous occasion, signifying not only the first change to the map of Canada in over half a century but also a remarkable achievement in terms of creating a new government from the ground up. Made in Nunavut provides the first behind-the-scenes account of how the Government of Nunavut was designed and implemented. Written by leading authorities on governance in the Canadian Arctic, this book pays particular attention to the most distinctive and innovative organizational design feature of the new government – the decentralization of offices and functions that would normally be located in the capital to small communities spread out across the vast territory. It also critically assesses whether decentralization has delivered “better” government for the people of Nunavut.

Book excerpt: The Act outlines the duties and responsibilities of the Minister of MACA and community governments in preparing for and responding to civil emergencies. [...] The Plan sets out the policy and guidance for GNWT departments and partners to provide a prompt and coordinated response to territorial emergencies and to support communities, when required, during local emergencies. [...] This collaboration and collective response effort was challenged by the size of the area impacted, the number of incidents requiring a response, the period of time requiring monitoring of risk conditions and heightened readiness, and the numerous communications required to keep residents informed. [...] The review focuses on the following four key areas: • Control and Coordination: Assess the control and coordination of emergency response efforts by the territorial government in support of municipal governments and the private sector, including level of understanding of roles and responsibilities and response structures. [...] The purpose of a risk assessment is to identify hazards and threats; analyze and evaluate the risks associated with hazards and threats; identify and determine the appropriate mitigation approach; and prioritize planning and resource allocation.

Book Synopsis No Home in a Homeland by : Julia Christensen
Download or read book No Home in a Homeland written by Julia Christensen and published by UBC Press. This book was released on 2017-02-17 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Dene, a traditionally nomadic people, have no word for homelessness, a rare condition in the Canadian North prior to the 1990s. In No Home in a Homeland, Julia Christensen documents the rise of Indigenous homelessness and argues that this alarming trend will continue so long as policy makers continue to ignore northern perspectives and root causes, which lie deep in the region’s colonial past. Christensen interweaves analysis of the region’s unique history with the personal stories of people living homeless in two cities – Yellowknife and Inuvik. These individual and collective narratives tell a larger story of displacement and exclusion, residential schools and family breakdown, addiction and poor mental health, poverty and unemployment, and urbanization and institutionalization. But they also tell a story of hope and renewal. Understanding what it means to be homeless in the North and how Indigenous people think about home and homemaking is the first step, Christensen argues, on the path to decolonizing existing approaches and practices.
