More than fifty leading experts and practitioners contribute, covering four key areas: governance: investigating major governance challenges towards tackling climate change mitigating climate change: reducing greenhouse gas emissions with transparency and accountability adapting to climate change: identifying corruption risks in climate-proofing development, financing and implementation of adaptation forestry governance: responding to the corruption challenges plaguing the forestry sector, and how these challenges need to be integrated into current international strategies to halt deforestation and promote reforestation. Book excerpt: Corruption and poor governance are acknowledged as major impediments to realizing the right to education and to reaching the Millennium Development Goal of universal primary education by 2015. Corruption not only distorts access to education, but affects the quality of education and the reliability of research findings. From corruption in the procurement of school resources and nepotism in the hiring of teachers, to the buying and selling of academic titles and the skewing of research results, major corruption risks can be identified at every level of the education and research systems. Conversely, education serves as a means to strengthen personal integrity and is a critical tool to address corruption effectively. The Global Corruption Report (GCR) is Transparency International’s flagship publication, bringing the expertise of the anti-corruption movement to bear on a specific corruption issue or sector. The Global Corruption Report on education consists of more than 70 articles commissioned from experts in the fields of corruption and education, from universities, think-tanks, business, civil society and international organisations. The Global Corruption Report on education and academic research will provide essential analysis for understanding the corruption risks in the sector and highlight the significant work that has already been done in the field to improve governance and educational outcomes. This will be an opportunity to pull together cutting edge knowledge on lessons learnt, innovative tools and solutions that exist in order to fight corruption in the education sector.

Book excerpt: With the advance of an increasingly globalized market, the opportunities for, and scale of, corruption is growing. The size of corporations and their wealth relative to nations provides the resources for corrupt practices. The liberalization of international financial markets makes transferring and hiding the proceeds of corruption easier. Moves towards privatization in East and West are providing once-only incentives for corruption on an unprecedented scale, as officials not only deal with the income of the state, but with its assets as well. In this book, Transparency International's (TI) world-renowned 'Corruption Perception Index' (CPI) and 'Bribery Perception Index' (BPI) are explained and examined by a group of experts. They set out to establish to what extent they are reliable measures of corruption and whether a series of surveys can measure changes in corruption and the effectiveness of anti-corruption strategies. The book contains a variety of expert contributions which deal with the complexity, difficulty and potential for measuring corruption as the key to developing effective strategies for combating it.

Book excerpt: In 2015, building on the advances of the Millennium Development Goals, the United Nations adopted Sustainable Development Goals that include an explicit commitment to achieve universal health coverage by 2030. However, enormous gaps remain between what is achievable in human health and where global health stands today, and progress has been both incomplete and unevenly distributed. In order to meet this goal, a deliberate and comprehensive effort is needed to improve the quality of health care services globally. Crossing the Global Quality Chasm: Improving Health Care Worldwide focuses on one particular shortfall in health care affecting global populations: defects in the quality of care. This study reviews the available evidence on the quality of care worldwide and makes recommendations to improve health care quality globally while expanding access to preventive and therapeutic services, with a focus in low-resource areas. Crossing the Global Quality Chasm emphasizes the organization and delivery of safe and effective care at the patient/provider interface. This study explores issues of access to services and commodities, effectiveness, safety, efficiency, and equity. Focusing on front line service delivery that can directly impact health outcomes for individuals and populations, this book will be an essential guide for key stakeholders, governments, donors, health systems, and others involved in health care.

Book excerpt: This book has been specifically created to make it easier for professors to offer a law school course on global corruption. It is issued under a creative commons license and can be used for free in whole or in part for non-commercial purposes. The first chapter sets out the general context of global corruption: its nature and extent, and some views on its historical, social, economic and political dimensions. Each subsequent chapter sets out international standards and requirements in respect to combating corruption - mainly in the UN Convention Against Corruption (UNCAC) and the OECD Bribery of Foreign Officials Convention (OECD Convention). The laws of the United States and United Kingdom are then set out as examples of how those Convention standards and requirements are met in two influential jurisdictions. Finally, the law of Canada is set out. Thus, a professor from Africa, Australia, New Zealand or English speaking countries in Asia and Europe has a nearly complete coursebook - for example, that professor can delete the Canadian sections of this book and insert the law and practices of his or her home country in their place. While primarily directed to a law school course on global corruption, this book will be of interest and use to professors teaching courses on corruption from other academic disciplines and to lawyers and other anti-corruption practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: The Report continues to provide in depth trend analysis of the four main drug markets in its first section. In addition, to mark the one hundred year anniversary of the Shanghai Opium Commission, and one hundred years of international drug control, the Report contains an in-depth look at the development of the international drug control system. The Report also contains a small statistical annex which provides a detailed look at production, prices and consumption. As in previous years, the present Report is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by Governments to UNODC in 2007, supplemented by other sources when necessary and where available. Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.

Available in PDF, EPUB and Kindle. Book excerpt: This paper revisits the effects of corruption on the state’s capacity to raise revenue, building on the existing empirical literature using new and more disaggregated data. We use a comprehensive dataset for 147 countries spanning 1995-2014, compiled by the IMF. It finds that—consistent with the existing literature—corruption is negatively associated with overall tax revenue, and most of its components. This relationship is predominantly influenced by the way corruption interacts with tax compliance. The establishment of large taxpayer offices improves tax compliance by dampening the perception of corruption, thereby boosting revenue.
