Book excerpt: The SSF Guidelines recognize the right of fishers and fishworkers, acting both individually and collectively, to improve their livelihoods through value chains, post-harvest operations and trade. To achieve this, the Guidelines recommend building capacity of individuals, strengthening organizations and empowering women; reducing post-harvest losses and adding value to small-scale fisheries production; and facilitating sustainable trade and equitable market access. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.

Book excerpt: This multi-sited island ethnography illustrates how the embattled politics of (im)mobility, belonging, and patronage among coastal fishing communities in Sri Lanka ́s militarised northeast have intersected in the wake of civil war. It explores an undertheorized puzzle by asking how the conceptual dualisms between co-operation and contestation simplify the complex lifeworlds of small-scale fishing communities that are often imagined by scholars through allegories of rivalry and resource competition. Drawing on ordinary interpretations and lived practices implicated in the vernacular term sambandam (bearing multiple meanings of intimacy and entanglement), the book traces how intergroup co-operation is both affectively routinised and tactically instrumentalised across coastlines, and at sea. Given its distinct focus on translocal and ethno-religiously plural collectives, the study maps recent historic formations of diverse practices and their contentions, from networked ‘piracy’ and dynamite fishing, to collective rescue missions and coalitional lobbying. Moreover this work serves as an open invitation to academics, policymakers and activists for re-imagining multiple modes of ethical being and doing, and of everyday sociality among so-called ‘deeply divided’ societies. A rich ethnography that pays meticulous attention to a complex social fabric made up of locals, settlers and migrants, with multiple linguistic and religious affiliations, sometimes contending fishing practices, and migration and livelihoods patterns as they have been affected by tsunami, war and the aftermaths of both. Decades of steady progress to reduce food insecurity and malnutrition were often attributed to increased food production and intensification of few food staple crops and livestock, however more recent focus has shifted to the role of small-scale producers and the importance of diverse and nutritious foods. This technical paper brings focus to the often overlooked ‘small fish’ which play an integral role in the food security, nutrition and livelihoods of the small-scale fisherfolk who harvest, process, market, trade and distribute small fish to communities near and far from water bodies. The technical paper explores the various dimensions of the ‘small fish food system’, addressing drivers, scales, interactions and multiple outcomes and trade-offs, such as that of small fish used for food versus feed. Throughout, the work applies a human-centred perspective, emphasizing how people are involved in various stages of a food system, and how interactions and networks between them play a role in food system dynamics and outcomes. It is also emphasizes how people play multiple roles within a food system, and thus should not be narrowly defined as fishers, processors or consumers. The paper documents project implementation and lessons from the FAO subprogramme titled “Implementing the Small-Scale Fisheries Guidelines for gender equitable and climate resilient food systems and livelihoods”, and the SmallFishFood, Ikan-F3, Dried Fish Matters, and Fish4Food projects led by the University of Bergen, the University of Amsterdam and the University of Manitoba.
